Noting that The United Socialist States of Blackbird also controls the nation of The United Socialist States of Cortath,

Aware that Blackbird is a co-founder of the Red Liberty Alliance (RLA) – one of the most prolific multi-regional defense alliances in history– and became the director of RLA intelligence, creating one of the most powerful and respected intelligence organizations in history,

Applauding Blackbird's abilities in the field of intelligence, participating in the downfall of several formerly great invader and imperialist powers by infiltrating their ranks and rising to positions of authority within those organizations; some of the organizations Blackbird either infiltrated or led the operation for said infiltration include: the Atlantic Alliance (AA), The DEN, the Invaders Army, and many more,

Observing that Blackbird was also a high ranking member of the Alliance Defense Network (ADN), the largest multi-regional defense alliance in history,

Believing that through the ADN, Blackbird contributed to the stability and security of countless regions,

Enumerating on some of Blackbird's accomplishments in ADN, notably: becoming secretary of state, negotiating a treaty between ADN and the New Pacific Order (NPO), maintaining diplomatic ties with The North Pacific when it was overthrown by UPS Rail, and assisting and bolstering ADN's intelligence agency,

Admiring Blackbird's role in the Puppetmaster attack, which overthrew Great Bight in The North Pacific (TNP)– one of the most successful liberations ever – wherein, they supported natives with endorsement messages, kept natives apprised of the situation and planning involved, and helped to maintain diplomatic ties between TNP natives and ADN,

Recognizing Blackbird's role as Quaestor (Minister of Foreign Affairs) in The Meritocracy, one of the largest and most successful politically themed regions in history, wherein, they created the Alliance of Capitalists, Conservatives and Economic Libertarians (ACCEL), signed diplomatic agreements with several regions, and created the framework for Meritocratic foreign policy,

Further Admiring Blackbird's diligence and pursuit of justice in often trying situations, admiring their dedication to the freeing of regions from the specter of oppression, and believing that their dedication to defending innocent regions from imperialism and invading is deserving of the highest praise and recognition,

Hello there fellow Delegate,
I would just like to speak to you for a moment about why you should vote Against Commend Blackbird - the Security Council resolution that condones forum destruction and extremism, coming to vote in the next hour.
Having been a member of Nationstates since 2004 I am fully conversant with the destructive activities of the nation of Blackbird - unlike the resolution author Ramaeus who couldn't possibly know as he only joined in 2012 and thus has no basis for the resolution other than speculation and hearsay. From first hand experience I find Blackbird's activities to be more worthy of condemnation than commendation, and I consider the resolution text to be a complete whitewash of history with the aim of pushing an extremist agenda.
In particular I object to the text which "applauds Blackbird's abilities in the field of intelligence, participating in the downfall of several formerly great invader and imperialist powers by infiltrating their ranks". Why on earth are we applauding this? The downfall of any region, regardless of its game play alignment, due to nefarious infiltration techniques is a great detriment to the game and it's dedicated players.
Never mind mentioning the downfall of regions as a positive thing though, Blackbird was also Chief of RLA Intelligence when it conducted it's notorious forum destruction operations in December 2005, infiltrating offsite forums and using their spies Administrative position to delete them. This sort of activity should never be condonable no matter what the ideological context is as it ruins the game for players. Whilst it is arguably "impressive" that they got to a level to cause deletion, it is not commendable - it would be like commending a terrorist for undertaking a successful mission. It's worth bearing in mind that thousands of posts and accounts were permanently lost.
I am also experienced in these matters and have run many NS intelligence agencies in the past 9 years and continue to in a variety of regions collectively with over 9,000 nations, including Balder, Europeia, Osiris, The Land of Kings and Emperors, The New Inquisition and Albion. I would never sanction the use of Blackbird's destructive methods. Furthermore I disagree with the section of the resolution which says Blackbird "created one of the most powerful and respected intelligence organizations in history". Notoriety is not an accurate indicator of success in intelligence, because covert operations and discretion are always preferable. If one becomes notorious in intelligence it's generally because of failing to keep operations secret or indeed causing mindless destruction as in this example. You can achieve much more in terms of intelligence operations without deleting forums or destroying "enemy" regions.
In the grand scheme of things the RLA was a relatively short lived alliance which failed to engage with it's enemies effectively other than through dubious techniques such as forum deletion. Indeed I note the omission of any mention of the fate of Blackbird's home region of The Proletariat Coalition - which is now passworded and contains only 10 nations, a necessity as a direct consequence of the unpopularity of his historical actions. Most of the rest of the resolution is fluff about Blackbirds career in RLA and ADN neither of which are anything particularly noteworthy. And then finally also of actions undertaken as Cortath, which Blackbird always said was undertaken in complete duality and separation to him. So it's somewhat ironic we are now considering commending him for these two opposite characters which were pursuing essentially opposite agendas.

In view of all of this, I would ask you consider to vote Against this as it would set a precedent of condoning Forum Destruction, and applauding Extremist actions.

BB has been a major player in this game for longer than even I can recall. One action back in 2005 should not overshadow his immense impact on the game.

Given the range of also-rans and upstarts who have had commendations in the past on the flimsiest of achievements, this should merit serious consideration.

PS worth remembering too that BB was one of the prime movers in the Puppetmaster move, which saved this region from Great Bight. Since we celebrate that each year, and mark that as our liberation, it seems churlish to vote against commending one of the prime movers of that liberation.
 
Flemingovia, are you joking right now? Or do you actually believe the Security Council should commend Blackbird for the exact same thing that got Unknown a Condemnation? Is forum destruction reprehensible when you're a raider, but just an unfortunate incident in 2005 to be overlooked when you're a defender?

And I would imagine NES campaigned as Delegate of Balder because he was campaigning to multiple Delegates.

For the record, I would support a resolution "condemn Blackbird" as well. I think it is possible for someone to be worthy of commendation for services to the game as well as worthy of condemnation for their actions in the game.

As far as Unknown is concerned I do not know enough about them to know whether they would merit a commendation as well as a condemnation.
