Description: Recognizing the controversy surrounding cosmetic procedures performed on legal charges, particularly male circumcision,

Believing that the legality of such procedures should largely be determined by individual World Assembly member nations, so long as no person is harmed by such procedures,

Hoping that, with the passage of this resolution, the World Assembly will stop wasting time arguing about this topic and start focusing on more important issues,

The General Assembly,

1. Defines "cosmetic procedure", for the purposes of this resolution, as any procedure that permanently alters some aspect of a person's physical form, including but not limited to the practice of male circumcision;

2. Permits member nations to allow a individual's legal guardian to authorize the performance of a cosmetic procedure on that individual when that procedure does not have a significant adverse effect on that individual's health or well-being, or to disallow the same, subject only to this and previous World Assembly resolutions;

3. Clarifies that, for the purposes of this resolution, male circumcision does not generally have a significant adverse effect on an individual's health or well-being;

4. Encourages member nations to permit legal guardians to authorize the performance of cosmetic procedures on their charges, including the practice of male circumcision.
