The World Assembly,

OBSERVING that some nations use nuclear energy for their energy needs,

RECOGNIZING that nuclear power is a relatively clean and efficient source of energy,

ALSO REALIZING potential threat posed to all nations in regards to the acquisition of nuclear technology by rogue states, terrorist and/or extremist organizations,

ALARMED by the possibility of widespread devastation that could occur as the result of the uncontrolled proliferation of nuclear technology,

FOR THE PURPOSE of this convention defines:
  • Nuclear energy as the use of exothermic nuclear processes to generate useful heat and electricity.

  • Proliferation as the spread of nuclear materials, fissile material, applicable nuclear technology and information,
The General Assembly hereby mandates:

  1. Member nations secure extracted nuclear resources against theft,

  2. Member nations maintain comprehensive records of processed nuclear resource stockpiles, as well as estimated unprocessed reserves,

  3. Member nations ensure safe transport of nuclear materials between procurement and storage sites; as well as ensure adequate security precautions are taken when nuclear materials are transported between nations,

  4. Member nations shall not supply any nation with either the manufacturing, design specifications, technology or nuclear materials to any party not subject to this convention,
NOTHING in this convention shall be interpreted as:

  • Affecting the right of member nations to research, produce and/or use nuclear energy for peaceful purposes, or their participation in the exchange of equipment, materials and scientific and technological information,

  • Affecting the right of member nations to develop their own nuclear technology and manufacturing capabilities,

Suggest rewording here, point is understood, but reads awkwardly in my eyes.

I think it should be "the potential threat"

FOR THE PURPOSE of this convention defines:

While I'm not far enough into the act at this moment to see if it's needed, the preamble states the term "nuclear technology" so it may be beneficial to define this here. I'll highlight it below if it becomes so.

Reasonable, no issues with this.

Member nations maintain comprehensive records of processed nuclear resource stockpiles, as well as estimated unprocessed reserves

I'm inclined to wonder about the benefit of and requirements regarding "estimated unprocessed reserves" this was an area we identified during our appraisal of the post when it was in the queue too. It may be worth striking this out and substituting the clause to something of this nature

"Member nations maintain comprehensive records of processed nuclear resources as they are extracted and used to ensure accountability from start to end process"
or something to this effect.

Member nations ensure safe transport of nuclear materials between procurement and storage sites; as well as ensure adequate security precautions are taken when nuclear materials are transported between nations

This was something both myself and Mousebumples picked up on. Would suggest a revision that perhaps condenses it and comprehensively covers all aspects ie;

"Member nations ensure all adequate safety and security measures for nuclear resources from extraction until utilization".

This would effectively cover from extraction, transport, storage and then finally right into the core or whatever else the case may be.

I like the idea behind this, you're essentially saying non-member nations if I'm right, as there is no real way to verify nations are in non-compliance. I wonder if this could be tightened/clarified better though.

We have no issues with the latter clarifications.

One thing I liked about this act when I first saw it, is that it wasn't overly invasive, and ideally I've attempted to preserve that with my suggested edits.

Hopefully this will be a good starting ground and we can continue to tweak as required.

I still like the idea of this proposal despite its provenance, but the latest draft has some real issues: plagiarism of Wikipedia, a completely unheralded and undefined inspections system, and a pronounced lack of clarity.
 
I think that he should let this subject drop for a couple of months. It has been shoved in our faces for ages and I am sure that I am not the only one who is a bit tired of this particular topic.

For the purposes of definition I don't think taking a definition from Wikipedia or any other online encyclopedia is frowned on by the mods so long as it's only a definition. It was my understanding that has been rules on before I stand to be corrected however.

The inspectors could be easily and I will suggest this be the case an extension of the powers of another committee and thus deemed to be inspectors in that view a simple mandate addition clarifying that is all that would be required.
