Considering it looks like the REI repeal is likely to hit quorum, I've decided to suspend my other GA activities and attempt to do a better version of my first ever GA resolution. All feedback as per usual will be appreciated.

  • Notes:
  • 'tis a rough draft as it's the first draft.
  • Seeks to close off a lot of issues raised by the initial act. Focuses more on removing the impacts the previous act was accused of making on national governments/landscapes.
  • Much more concise, less sweeping/one size fits all.
  • Still keeps an industrial mandate to ensure category conformity although less than the previous act.
  • NEW Definition added for environmentally friendly power facilities to clear up confusion regarding power plants. - Feedback Desired.

Sustainable Energy Convention

The World Assembly;

Cognizant of the most recent repeal of the Renewable Energy Installations act and understanding the reasons for it's removal, however;

Believing still that fossil fuels will eventually fail to suffice as an energy source and that nuclear energy should not be considered the only alternative;

Defining for the purposes of this act "Environmentally friendly power generating facilities" as;
Wave farms, Wind Farms, Solar farms, Hydro Electric Dams, Geothermal vent plants, Tidal Steam Generators and any other facility which provides energy derived from natural environmental processes and makes the least environmental impact at any given time through it's operations and outputs than alternatively available facilities.

Hereby;

(i) Reinstates The World Assembly Environmental Council enacted under WA#42 now repealed.

(ii) Charges The World Assembly Environmental Council with conducting geographical surveys within member nations with a view to ascertaining locations suitable for the construction and maximum output of environmentally friendly power generating facilities while preserving sites of significant national, cultural or environmental importance.

(iii) Requires member nations to annually survey currently existing power generating facilities and power requirements within their borders.

(iv) Requires nations currently utilizing fossil fuel power plants, in need of new power generating facilities via either grid requirements or replacement of existing facilities to consult with The World Assembly Environmental Council to ascertain if environmentally friendly power generating facilities would be sufficient.

(v) Requires member nations who have been advised by The World Assembly Environmental Council that an environmentally friendly power generating facility would be viable and has a suitable location to meeting the needs of the nation to construct facilities capable of servicing their needs at a location deemed suitable by the council's conducted survey and subsidized by the World Assembly General Accounting Office.

(vi) Requires member nations to inform its citizens should it begin producing green energy of the availability of environmentally friendly energy and to offer them the option of utilizing this energy privately over existing fossil fuel generated energy should they desire it.

(vii) Makes available via the GAO grants for member nation industries to make changes to their existing infrastructure to take advantage of environmentally friendly produced energy commercially as well as any other upgrades that would be environmentally beneficial.

(viii) Requests and encourages member nations who are producing environmentally friendly energy to make available to nations who are not in a position to produce their own the means for acquiring energy be it trade, sale or other agreement.
