What if someone filed a complaint with the court concerning the dereliction of duty of the AG?

The AG could not handle such a case because of conflict of interest, and in the absence of a deputy/assistant AG, who would that devolve to?

Could the Court try to make a precedent by appointing someone to act as AG as an emergency measure?
