Repeal "Invasive Species Response Act"

Description: WA General Assembly Resolution #254: Invasive Species Response Act (Category: Environmental; Industry Affected: All Businesses) shall be struck out and rendered null and void.
Argument: The General Assembly,
APPLAUDING the intent behind GA #254, "Invasive Species Response Act;"
YET CONCERNED with the resolution's heinous failure to adequately define invasive species to include all known species that can destroy non-native ecosystems upon introduction;
NOTING that the resolution's definition of invasive species as "any non-sapient plant or animal species posing a serious risk of rapid, uncontrolled, and detrimental population growth upon being introduced to a new environment" alarmingly disregards bacteria, archaea, protists and fungi as potential invasive species threats;
OBSERVING that the biological domains and kingdoms omitted from the definition all contain species that can be considered invasive and highly dangerous if introduced into a non-native habitat;
REGRETTING that the resolution's "international ban on the unregulated introduction of potential invasive species to nations" is impossible to enforce, because in most cases the introduction of a potential invasive species is by definition "unregulated" anyway;
SADDENED that the target resolution merely "ENCOURAGES cooperation between member-states and the World Assembly Science Program in identifying species with the potential to thrive in and dominate certain environments or cause extinctions of native species," making a great policy optional instead of mandating the policy - something that would help to control the spread of invasive species in all member-states;
Hereby REPEALS GA #254, thereby making it completely null and void.

When reviewing this resolution, a repeal, I look at it on its own merits, and not necessarily at those of the resolution it is trying to repeal.
As with all repeals, it's pretty simple what this aims to do - get rid of a previously passed resolution. In this case it aims to repeal the Invasive Species Response Act, a resolution that was intended to protect nations against species that could be harmful to their environments and infrastructures.
The repeal claims that due to the flawed definition of the resolution in question, potential threats are not covered and nations remain at risk. In my own opinion, introducing a second resolution to fix this, instead of repealing, would be much too difficult to do without running into a problem with proposal legality, so this is a valid claim by the authors of this repeal.
Another claim made by the repeal is that one of the most effective policies introduced by the original resolution is only an encouraged, or optional, clause and that nations are not mandated to follow it, which would be much more beneficial.
The general theme behind this repeal is that, while the original is laudable and should be commended, there are flaws that render it ineffective. It is apparent that the authors intend to replace the resolution with a more comprehensive model once repealed.
As Minister, I would recommend a vote for this repeal. The legislation is clearly flawed as its definition is, in my opinion and in agreement with the repeal authors, far too narrow to adequately deal with the problem of invasive species.
