The NationStates server was subjected to a data breach. TNP Forums do NOT interact with the NS servers and remain secure. If you use the same password between the two sites, it is recommended you change your password.
It might be a better approach to look at the quorum rules.
Simply change the rules that a 'majority' (50%+1) consists of the total number of RA members actually voting Aye, Nay or Abstain.
Remove RA members after one full calender month of inactivity on the forum, or failure to respond to a "Roll Call" PM after seven (7) days.
Here's who it would work:
The Speaker can call a "Roll Call" at any time via Private Message and Thread in the RA section of the forum. Any RA member who doesn't respond within seven (7) days via a "Present" notification in the respective thread, is excluded from voting during a given calender month. Should an RA member not respond for an entire calender month, they are removed. A 'Roll Call' is started on the first day of every month.

Eh, I think that would unfairly penalize people who are away for that one particular week, and would also place a much greater burden on the Speaker's office. As it stands, Elu's set up some nice helpful scripts that keep us notified when people fail to meet the requirements - forcing a manual PM message and manual tracking of everyone who responds would be frustrating, as well as take up a huge amount of PM space (~70 PMs at least once a month, whereas in comparison right now I get maaaaaybe one a month).
