^this would be an acronym of my name but that would be irritating^

To begin I must admit I do not really believe I can win, largely because COE has done irritatingly well as Speaker and for that I applaud him.

However, should I be elected I shall of course do my utmost to serve the assembly.

Corruption in the COE campaign?

As Mr. Enemies' campaign gets off the ground with ease, thanks largely due to his friends throughout the regional elite, rumours have began to circulate that his newly appointed deputy has been using her inside knowledge of the campaign as well as threats of legal action on, as of yet, unspecified charges to not only hold onto the office of deputy speaker but also for maintaining a steamy backroom relationship with the speaker with the dashing spine.

A bill to enact, amend or repeal part of the codified law, RA rules or the constitution would have passed, a bill to amend or repeal part of the Bill of Rights would have failed.

A bill regarding the RA rules would, presumably, pass into law immediately.
A bill regarding the codified law would pass into law if the delegate declined to veto or seven days after its passing by the assembly should the delegate not specify whether or not he is vetoing it.
A bill regarding the constitution would, presumably, pass into law immediately.

The Delegate cannot veto changes to the Constitution. Nor can he veto changes to RA procedure.

You did catch yourself on the ability of the Delegate to veto in general though, which is good :)
 
hmmm, it seems my post was actually correct, prior to my editing it, then, however might I ask where the law states the delegate cannot veto constitutional changes, I couldn't find something to that effect in the current law, though checking further back, to the "The Order of Succession, Executive Officer Selection, and Abstentions Omnibus Reform Act", I can find such a law.
 
It's not so much that it says he can't, but rather that it doesn't say he can. Here's the only mention of the veto power of the Delegate:
TNP Constitution:
4. The Delegate may veto a proposal of the Regional Assembly to enact, amend or repeal a law within one week of its passage. The Regional Assembly may override such a veto by a two-thirds majority vote.
Emphasis is mine. Since we make a distinction between the Constitution and the law (Legal Code) the Delegate can't veto constitutional amendments for the same reason he can't veto changes to the RA procedure: the constitution doesn't say he can.

On a more practical note, since it takes a 2/3 vote to amend the Constitution in the first place, it's extremely unlikely that the Delegate's veto wouldn't be overridden, even if he could veto Constitutional amendments.
 
It's Mr. OE! If you're running for Speaker, you've got to learn to be more discreet and confusing.
