Description: WA General Assembly Resolution #243: Language Preservation (Category: Education and Creativity; Area of Effect: Cultural Heritage) shall be struck out and rendered null and void.
Argument: The WA General Assembly,
RECOGNIZING the importance of the preservation of languages and cultures in danger of extinction,
ACKNOWLEDGING that GA #243 was drawn in good faith and with good intentions,
CONCERNED however that the target resolution almost completely ignores the agency or the agreement of the people speaking the languages supposed to be recorded,
BELIEVING that the resolution would have been better worded with a stronger emphasis on the agency of the speakers, or by encouraging nations to apply its instructions number 1 to 4 rather than requiring them to do so,
FEARING that mandating a compulsory analysis and recording of such languages by government authorities could constitute a violation of those speakers' traditional, religious or cultural ways,
HORRIFIED that the target resolution also requires of member nations to record ALL notable works of fiction and non-fiction in the language if not otherwise recorded,
REALIZING that such an endeavor is often futile as those works can be very numerous or simply impossible to retrieve and to record (because they are sacred or lost, for example), and that therefore it is unreasonable to require of member nations that they record them all,
REMEMBERING ALSO that in some cultures, language is not a tool but something sacred which has a value in itself, and that certain peoples may want to preserve and restrain access to their stories instead of having them recorded by outsiders,
BELIEVING that the resolution should have acknowledged the right of those peoples to decide whether they want their stories and languages recorded and displayed to the world,
WORRIED that the delivery to the Universal Library Coalition of all the information gathered (including religious and sacred "notable works"), with or without the consent of the language speakers, constitutes a serious infringement on the rights of those peoples,
WORRIED THEREFORE that the target resolution may become totally counter-productive,
AND DESIROUS to see a better resolution drafted which would take into account the speakers of the languages under study and which would further cultural cooperation rather than reduce those speakers to a passive, non-decisional role,
Hereby,
REPEALS General Assembly Resolution #243, "Language Preservation."
