Request for Review - Court Rules Changes

Punk just put in a review on this. Will these changes affect ongoing trials, or only apply to new ones. I would be inclined towards the latter.

The latter seems obvious; ex post facto laws/policies clause of Bill of Rights is probably relevant to the issue.
