Um... that would be Tim, since he is the elected Delegate and has the authority to vote as he pleases.

Section 6.7: WA voting regulation
35. The Delegate may vote on all World Asembly (WA) resolutions as they see fit, using any method to determine their vote as they decide.

Well, I made the topics, no clue if Tim wants to hold to Elu's policies or not, but I figure asking people what they like can't hurt.

I liked Eluvatar policy on this matter. A lot. It seems Tim must decide on both this policy and the vote.
