It would be more accurate to say that Eluvatar's leave of absence as an admin was always intended to end when his service as Delegate ended, so this is not a "new" administrator.
Elu was consulted on all major admin decisions throughout this period, so there's nothing that has really changed other than the end of his leave of absence as an admin.
