Previous Speaker's policy on voting rights of the Speaker

Following the court ruling declaring that RA Rule 1, which deals with the counting of abstain votes, is in violation of procedure as set by the Constitution and is therefore unconstitutional, except in cases of elections as defined in TNP Law 26 the policy regarding the voting rights of the speaker will have to be changed. This is being done as there currently exists no method for declaring oneself present for a vote and missing votes on items before the RA can result in loss of RA membership. The constitution also states that holding other office in the Government does not eliminate Assembly-members from the rights and obligations of Assembly-members, thus in order to maintain RA membership the speaker must, at minimum, vote from time to time to prevent a loss of RA membership.

As such as Speaker I shall place a vote at any time on any matter before the RA, but shall endeavor to only place a vote if needed to maintain my RA membership,determine the outcome of any vote, or attempt to meet quorum should it not be met within 48 hours of the vote's end.
