Greetings,
I'm going to keep my campaign platform simple and to the point.
As Delegate, I intend to increase executive involvement in creating and maintaining a unified governmental policy to promote, defend and improve The North Pacific and in doing so, create a new and higher level of communication and cooperation between the several ministries and better communication and coordination between the Executive, Legislative and Judicial branches of government. Only through a coordinated and unified policy can a government reach the most efficient level of functioning.
As such, I will apply and develop policies to benefit The North Pacific in these specific areas:
Ministry Immigration and Internal Affairs:
The MoIIA shall be directed to create a program for the retention of nations in TNP. The Minister shall also directly engage new nations with invitations to the forum and encourage all nations to participate directly in the forum.
Ministry External Affairs:
The Minister of External Affairs shall function as a secretary of state for TNP. The minister shall also maintain communications directly with other ministers, especially the Minister of Defense to exchange information to improve foreign relations with other regions and our allies, and work to directly and actively engage other regions diplomatically.
Ministry of Defense:
The Minister of Defense shall be charged with creating a unified policy that promotes and supports the general defense of The North Pacific and our allies, and to support foreign policy objectives. A general overall policy will be Peace Through Superior Firepower and it is up to the MoD to recruit for the NPA and to develop and test new tactical and strategic paradigms.
Defense and Foreign Policy are two sides of the same coin mainly because one must be capable of putting one's money where one's mouth is in the event of a foreign policy failure leading to hostilities. By developing and maintaining a superior military, it deters incursions into TNP and precludes unprovoked hostile actions by potential enemies.
Ministry of Communications:
The Ministry of Communications shall function as the official news and information outlet for TNP and will encourage other ministers as well as the Delegate to provide brief weekly informational reports for publication. The Minister shall also publish the public sessions of the Council of Five as cabinet meetings occur.
General Domestic Policies:
As Delegate, I shall promote a libertarian policy that preserves and protects individual civil liberties in The North pacific in keeping with the Reform Party stand on this subject.
Judicial Issues:
Legislation will be developed to improve the structure and functionality of the Court of The North Pacific with the intent of streamlining the complaint, trial and appeals processes. Specific legislation involving time constraints on each process will be part of this reform package. No trial should take any more than one or two weeks, tops. No appeal should take longer than one week.
The Council of Five:
The Council of Five shall continue to function as the Cabinet, but with a few minor modifications.
The first modification is that instead of the Delegate being a Co5 member, the Delegate shall preside over this body and the fifth Councilor shall be a Directory of Intelligence. The Delegate shall still have the right to vote in the Co5.

Essential structural changes:
The Council of Five would be renamed simply 'The Council' to accommodate the addition of a sixth member (mainly the Director of Intelligence, which isn't a ministry position, per se). Removing the number from The Co5 would allow us to accommodate changes in the number of councilors should the need to add (temporarily or permanently) positions to the Council.
The Delegate would then preside over his own Council/Cabinet. The Delegate also would reserve the right to vote in Council matters.
The Director of Intelligence:
The Director of Intelligence will be largely a technical position insofar as the Minister will be in charge of compiling information, developing sources, analysis of intelligence and providing relevant intelligence to the various ministries as needed. The Director of Intelligence shall develop the methods and technology for gathering intelligence pertaining to external threats to the region and shall not gather information on TNP citizens, but shall gather information pertaining to any agents foreign in nature.
Due to the nature of this position, The Director of Intelligence should be appointed from recommendations originating from the Security Council, the Intelligence Community in general and the Co5, and approved by a simple majority of the RA.
Due to the fact that detailed explanations of each point could become very voluminous, I invite specific questions on each point to help inform about the fine details.
