Repeal "Intangible Cultural Heritage":
Description: WA General Assembly Resolution #207: Intangible Cultural Heritage (Category: Education and Creativity; Area of Effect: Cultural Heritage) shall be struck out and rendered null and void.

Argument: The General Assembly,

ACKNOWLEDGES the importance of protecting and preserving cultural customs and practices;

BELIEVES that specific forms of intangible cultural heritage, while not strictly harmful to national populations, should be reasonably restricted in the interests of public morality, the rights of others, economics and development, national security, or other compelling reasons;

HIGHLIGHTS that the resolution in questions prevents member nations from compelling their citizens to obey pre-existing laws if such laws contradict any form of culture, regardless of the more important concerns outlined above, so long as such "culture" doesn't cause damage to society as a whole;

OUTRAGED that such a resolution may prevent further international legislation on topics such as animal cruelty and abuse, or others practices that may be considered barbaric, but are included in the definition of "intangible culture;"

CONCLUDES that such a resolution, while meritorious in its intent, causes much more harm than good;

REPEALS General Assembly Resolution #207 "Intangible Cultural Heritage."

It is the natural order of things that, as time goes on, society continues to develop and progress. While these progressions are eagerly looked forward to, and most certainly benefit our quality of life, the cultures of various regions are best served if they also remember the past and the roots. That is, the cultural history of their nation. Nations then have to find a balance between protecting cultural history and progressing in the modern era. World Assembly Resolution of the General Assembly #207 Intangible Cultural Heritage strived to cover this issue, written by Ile Royale.

The Repeal, presented by Sciongrad, makes a couple of arguments. These are that.

1. Specific forms of cultural heritage which are not harmful to the populace should nevertheless be restricted for various reasons, such as morality and economic development.

2. The resolution allows for citizens to not follow laws based on past cultural practices, assuming the practice is a form mentioned in point 1.

3. The resolution prevents further legislation on various barbaric practices that are still cultural practices.

The Ministry of the World Assembly has analyzed these claims and finds that two questions are posed to the voter:

A) Does “harm to national populations” count as pure physical harm, or does it count also as social, moral, economic, or stability harm? If so, who decides this?

B) Do the points presented in the repeal indeed merit a repeal of the resolution?

Your answer to these questions determine your opinion on this resolution. A reminder that a vote for the repeal means that you oppose the original resolution, and a vote against the repeal means you support the original resolution.
 
This is a infrequent repeal that actually makes sense. While I agree that this is a subject that ought to have international and inter-regional protection, I am concerned that the resolution that is proposed for repeal may not have adequately dealt with the subject and the nuances that a successful resolution should reflect, and with that in mind, I am FOR the repeal.

I certainly hope that a replacement is already on the way with respect to this subject.
