I would like to inform the Regional Assembly that the Security Council has admitted Former English Colony.

The vote in favour of her admission was unanimous, 4-0.

What is disappointing exactly? Is it the fact that the SC admitted a member who received and exemption from the RA or something else because I don't see it as disappointing.
