Out of curiosity, why are you describing them as a democratic republic?

They're more of a Dictatorship, to be honest. The Council of Nine tends to vote unanimously on every vote and always whatever way Grub wants them to. The few Council members who had in the past dissented on any major issues inevitably found themselves out of a job, if not out of the region entirely.

These reports being for our internal analysis, I believe we should be frank.

That said, we have fairly good relations with our Pacifican neighbors next door and they're openly tyrannical. We can be friends with 10000 Islands even if we find they are undemocratic, so long as we keep an accurate picture of them in our minds.
