Regional Population Boom!
On April 10th, when the first recruitment telegram for Wolfram and Hart was spent, the population of Wolfram and Hart approximately 7 or 8, a handful of people personally invited by the Senior Partners, plus the Senior Partners themselves and the founder nation they shared.
By April 25th, the population had spiked to 38, after thousands of recruitment telegrams. But the growth didn't stop there. With every Feeder an Sinker getting recruited in at least once - usually twice - every twenty-four hours, and with our base of active recruiters growing, Wolfram and Hart has spiked to seventy-one at the time of this writing, with more than 10,000 telegrams sent. While it is almost certain this pace is unsustainable in the long run, the future of Wolfram and Hart looks strong. If we can continue to exploit the niche our unique structure provides us, then Wolfram and Hart, already in the top 140 of Regions, by size, will see itself enter the top 100, then the top fifty. It will take time and effort and determination, as well as a heaping helping of luck, but for a new region, founded less than three months ago, and with active recruitment efforts not even a month old, these are impressive results.

The Iron Heel of Democracy!
As Laid out in the Charter, the Partners Council elects the Five Directors, who manage the Firm in executive, day to day functions. The first elections began two days after the passage of the Charter on April 23rd, and continued for a five day standing and campaigning period, then a 48 hour voting period. Two of the contests - for Director of Human Resources, and for Entertainment Director - were actually not contests at all, with Allie and Viktoria Gryfynn respectively running unopposed, though that didn't stop them from campaigning. Allie ran on her activity and the significant recruitment efforts she had already put into the region. Viktoria Gryfynn, whose vast NationStates experience fairly speaks for itself, ran on her wealth of experience in Culture Matters, and pointed to The New Inquisition, "one of the most active communities in NationStates" as an example of her experience, given she founded the region, and has been an active and contributing part of its development.
The contest, then, was between Cerian Quilor and WTHAS, both of whom ran for Director of Contracts. WTHAS ran on a bold vision for the Firm, a very snazzy and colorful appeal for alliances and treaties, despite its newness. WTHAS also suggested a slightly more moderate middle-path on the Raider/Defender question, at least in the context of our Foreign Policy. Cerian Quilor, on the other hand, suggested a less snazzy, but, in his words, more practical, program, of a slower, steady process for this term, of establishing relations with regions across the NationStates world, getting the Firm's name out there, getting ourselves established as a recognized region before we go around actively looking for treaties and alliances. Cerian was also unambiguous on his status as a Raider. He didn't propose not having relations with or friendly communication with, Defender regions and organizations, and of course would advance ties with neutral ones, but did say that he believed Wolfram and Hart would be best served, as time continued on, beyond the coming term, by forging close ties with the leading Raider Regions.
As the Campaigning period winded down, WTHAS, seeing the overall interest of the Council leaning towards Cerian, bowed out gracefully, ceding the position, and standing for the position of Director of Litigation, a post he ran for unopposed, and won. Cerian would go on to win the position of Director of Contracts.
Unfortunately, no one ran for the position of Director of Special Projects, which shall leave the military forces of the Firm for when the region has a broader base of Partners.
Making Sausage!
Crafting and then passing the Corporate Charter was only the first step towards creating an effective government for the region. In the same way that the Constitution of the United States in of itself is only part of the story of American Government, and so on.
There are two things immediately on our plate for Legislation, which began before the election, but will now continue under the leadership of Director of Litigation WTHAS inside the Department of Litigation.
The primary subject for discussion has been a Criminal Code for the region, though the name currently settled on for it is 'The Standards and Practices of Wolfram and Hart' in keeping with our theme as a Law Firm. It is a fairly unimaginative piece of work, with large parts of it being borrowed from the Criminal Codes and similar documents from other, more established regions, operating on the 'if it isn't broke, don't fix it' doctrine of legislation-writing. After first deciding the descriptions for each illegal crime individually in a brainstorming sense, a singular draft has been created as the center for further discussion on the subject.
The discussion on the draft has centered on DoL WTHAS thinking that the draft was too long, and advocating a more simplified and loose set of legal limitation. He also argued it was confusing for new members and that no one would read them DoHR Allie, along with Associate Apollo and DoC Cerian Quilor, the primary others in the discussion, have all disagreed, saying that first of all it is not too long, and that only with strict, clear definitions, rather than 'loose' and 'broad' ones, can ensure that law is properly enforced. Partner aquinas agreed with WTHAS's position.
As the debate started to grow acrimonious, Allie stepped in with a comprise, creating a user-friendly version of the S&P that didn't use legalese, but rather informal and non-legislative language that detailed what the crimes and punishments were in that simple language, while for the purposes of prosecution, trials, and so on, the more formalized language document would be used. This compromise appears to have worked, and now the draft has been put before the Partners Council.
