Gulliver:
I, Gulliver, do hereby solemnly swear that during my duly elected/appointed term as Minister of Foreign Affairs, I will uphold the ideals of Democracy, Freedom, and Justice of The Region of The North Pacific. I will use the powers and rights granted to me through The North Pacific Constitution and Legal Code in a legal, responsible, and unbiased manner, not abusing my power, committing misfeasance, malfeasance, or nonfeasance in office, in any gross or excessive manner. I will act only in the best interests of The North Pacific, not influenced by personal gain or any outside force, and within the restraints of my legally granted power. As such, I hereby take up the office of Minister of Foreign Affairs, with all the powers, rights, and responsibilities held therein.
I didn't see any announcement made.....

I'd also request that the new MoD have access to the archives and a masking be set up for NPA soldiers if there is not already one in existence. Oh, and it would probably be best to give the MoD mod powers over his area. I also request an open area be set up for all to see so NPA and be represented properly and that this area not be shoved in some deep hole and made a sub-forum. I would like it front page.

Oh, and update the news box too, the recall failed. Thankee.

Where were these appointments announced? #tnp is not an official channel for announcements since it is not under TNP law currently.

Delegates need to make a formal announcement of their cabinet.

Give it a rest already. The Delegate is empowered to choose whom he wants to serve in his cabinet, so it doesn't really fraking matter where he appoints his cabinet. Why don't you let the Delegate do his job and you go take care of your own, Mr. Speaker.

Also, this is not the appropriate place for you to have this argument.

These posts have been spilt off from the oath of office thread, for obvious reasons.

Now a discussion about the Delegate's appointments isn't off topic. Ta da!

As to new subforums, that will have to wait until I can check with Elu has to how his reorganization is coming along. There is a Army permission mask that will have to be updated; we won't be fixing forum and masking permissions until I'm sure Elu has finished his forum reorganization; the plan is to fix all of those is one operation once the forums reorganization is finished, and there is a road map of where everything is. (Something that is necessary to fix the different mod and mask permissions.)
Generally all archive forums are going to be viewable to all R.A. members and citizens. Many of them should be already but that was because of a reorganizing of the older archives that I completed just before Elu started his project. This means that as long as your minister(s) are registered with citizen or R.A. masking they should already be able to see those archives. The local archives that were recently moved I'm not as sure about, and that will be one of the things I'll be checking once the current forums project is finished.

I am going to defer to Elu about how he wants to deal with a new military subforum; I don't know what he planned to do, and I would rather let him do it, and then have it done once. My guess is though that it will go under the Delegate's Government banner.

Actually yes it does. Not everyone can log into #tnp and is there when he makes the announcement.

For purposes of transparency, which you as a justice I would expect from you, there has to be an announcement on the forum. The fact that you didn't even question his absence is alarming.

Since I don't tend to get on IRC myself, I gotta say an announcement on the forums would be nice.

But, the Delegate doesn't have to. There is nothing anywhere in the law which would require him to do so.

No one else had ever made private announcements...

This is what we call "creating precedence".

Public transparency overrides precedence.

An announcement would have been nice since we usually conduct government business around here, but the appointment is already lawfully made and the ministers are already sworn in so.... *shrugs*

so you don't believe in public transparency?

There is transparency. All of those appointed have taken a public oath of office as required by law which clearly states what they have been appointed to. You know who has been appointed and what they have been appointed to, what more information could you possibly need from an announcement that the delegate is not required to make?

A formal announcement of his cabinet and an explanation of why he was absent for so long

I understand what you are asking for Gov, but it seems a little irrelevant now (asking for a statement),BW did make a regional address earlier, and the recall has been defeated.

Its time to carry on now, and get some new things implemented. The new Cabinet will be making statements in coming days.

I guess we expect to start a discussion/flow of new ideas and plans, I'm sure we can get some things started. Then whoever is the delegate in the next term, can decide whether he wants to keep them going or not.

BW made no address at all as far as I was aware on the forum.

Forgive Gov, he likes inventing problems when none actually exist.

However, I find it funny how the person who is screaming about "transparency" is the first to try to dilute the law when it does not benefit him.

No, the problem is your lack of transparency and accountability. Do not preach to others what you can't practise.

The only one who seems to have a problem with my style is you and the only one who is in direct violation of the laws is, oddly enough, also you. My Cabinet appointments were all legal and in keeping with the laws. Was the manner in which I went about it unorthodox? Probably, but I really couldn't give a damn less about keeping so called traditions.

On the other hand, its fairly clear your just trying to use this as a distraction to draw attention away from yourself. Go update the RA list, remove yourself as the law instructs you to do, and re-apply like the rest of us. Until you do that, do not bitch to me about what has and has not been done and how I should or should not go about doing it.

What you fail to understand is that IRC does not count as official forms of communication for TNP government since #tnp is NOT under TNP law.

The only official forms of commuinication have been these forums and the WFE. Unless you have used either to make your appointments publicly known, the appointments ARE NOT LEGAL.

As long as the Cabinet took the oath, as far as I can tell (note: opinion expressed is not official judicial opinion) the appointments are legal.

Govindia:

Please tell me what laws have been broken? Seriously, if you think I am not the minister of Communications, point me to the laws that have been broken. Remember, it is not just the delegate you are having a pop at here, it is a whole cabinet.

Making the announcment of appointments over IRC isn't official. It has to be done in the official communication areas of TNP.

As far as Cabinet Appointments, I am not seeing where you get that it isn't official. I don't see a law in which requires appointments to be announced. It would be nice for BW to make an announcement on these forums as it would make it easier for some however it isn't required by law from what I can see.

As pointed out, #tnp on IRC is not an official communication medium for TNP matters.

To my knowledge there is no law that requires appointments to be made on an official communication medium of TNP. If I am missing that law I would appreciate it if you could point me to it.

Govindia:
Grosse had pointed out otherwise when talking about your appointment, sir.
I am not in that thread and am not talking about the EC appointment. That needs to be made in a post on this forum. I was referring to cabinet appointments. Which last I checked I wasn't appointed to a cabinet position. :P

To hell with what Gross's said, I don't think listening to him is going to do anyone any good....

Now, this Cabinet was appointed by the Delegate as within his right and duty. The End. Over. Done. If you have problem then take it up with the Court. I'm sick of this thread.

Great Bights Mum:
Sooooo... who are the ministers now? I'm a bit out of the loop.
Welcome to the RA!

If you're lucky enough not to be vote locked out of ever being admitted to it, you immediately have to use a totally separate channel to find out what is going on in your own government.
