OK, I have a solution to this problem and the waiting period for RA membership in one quick solution.
Before any particular vote is held for a particular bill, etc., before the RA, the speaker calls a 'role call' of attending members that lasts for a given period of time (to be determined later by practical considerations).
Once the role call has been made, only those RA members who tally up in the role call can vote on that particular bill.
This would also serve to determine if quorum has been met before the voting actually occurs (those who do not vote, are counted towards the quorum, but as non-votes during the voting period).
Then you hold the actual voting, the quorum determined ahead of time by the roll call.
No nation admitted to the RA during a roll call for a particular item can vote on that particular item.
This makes it easier to mask RA members as they apply, but excludes them from simply applying to the RA for a particular vote and thus preventing RA 'flooding', but gets them involved quicker.
This would make it easier all they way around, on the Mods and on the Speaker of the RA.
It streamlines the process and saves aggravation on the masking issue.
Any thoughts on this?

3. Assembly members who have missed two consecutive votes on any Regional Assembly items shall be removed from membership automatically by the Speaker, unless a notice of absence was submitted to the Speaker before two consecutive votes occur.
4. As used in this Section.
A. "Two consecutive votes" are defined as two votes on any items that are conducted at different time intervals of at least 3 days between the start of each vote, but are voted one after another. Votes on two or more items at the same time are not defined as two consecutive votes.
