In a somewhat dusty wing of the Winter Palace, a balding old man paced, disturbing the dust in his office. He started nervously as the door opened, and stared as a serious-looking grey-haired man stepped into the room. "Alexander..."

"You know why I am here," the grey-haired man apparently named Alexander said. "You've become a liability for the government, we need someone more active in the field of diplomacy."

"You... have my resignation, President Minister."

"Thank you Vladimir," Alexander said, "I'm sorry this had to happen, old friend."

The Respublika is arranging a conference in Vladivostok on North Pacific security, trade, and cultural exchange. Our nations have become too isolated from one another; this needs to change. We welcome all nations of the North Pacific, be they large or small, developed or developing, liberal democratic or liberalizing.

Prime Minister Goh Bok Choy was busy conferring at his latest Cabinet meeting with the other members of the Parliamentary Cabinet, when an aide burst in.

"Excuse me Mr. Prime Minister," said the exasperated young aide, who looked like he had ran for a while to get here. "But this just came off the diplomatic wire, from the Zemnayan Foreign Ministry."

Goh took the cable and read the contents out loud to the cabinet.

"Gentlemen," said Goh. "I believe we should attend this summit. It would be good to finally get in touch with someone else from this region. Do we all agree?" Everyone raised their hands in agreement.

"Excellent," he smiled. Turning to his Foreign Minister, Deepak Rashid, he instructed to him, "Get a response to the Zemnayans, and inform them that the Defence Minister, yourself, and myself will be in attendance personally for this summit."

Beloved leader and head of state, Vladi Draccoff, was busy making a list of potential of enemies of the state when suddenly he gets a text from his Security of State, Yuri Shavalik:

"Great Leader, I hace received an e-mail from the Zemnayan Foreign Ministry; they request our presence at their summit meeting, stating that it was an urgent matter."

Leader Draccoff texts back:

"Send word to the Zemnayan Foreign Ministry that we shall attend their meeting, that we have great interest. Then I want you to inform and gather up my cabinet of chiefs of staff and that we will be attending the meeting. That is all."
 
King Johnslo and Queen Meghan were busy visiting the city of Izis, following a spate of terrorist attacks in the nations coastal icon. While talking to victims, the Secretary for Foreign Affairs Kate Jones interrupted with a message from the Zemnayan Minister for Foreign Affairs. It extended an invitation to join him at a summit promoting security, trade and international collaboration.

"Inform the honourable government of Zemnaya Svoboda, that the Queen and I would be delighted to join the summit. I am deeply concerned about the state of affairs in the region, particularly the disgraceful transition period of the delegacy that has only been completed in recent days.

This instability has clearly effected us deeply, with terrorists striking at the core of our nations soul. Clearly things need to change. It is my constitutional responsibility to protect our nations interests, and that is what I plan to do"
 
The Chancellor of the schnauzerlands federation arrives at his office in the Federal District. His aide de camp greets him and the Chancellor's schnauzer escort guards and informs him that his office desk is warmed up and the computers and displays are ready and working properly.

As the Chancellor takes his desk chair, he looks at the mail screen and notices that the morning feed from the federation's The North Pacific state has arrived in his mail box. He touches the screen and opens the feed.

The state governor notes in the message that a diplomatic message has been received from The North Pacifican nation of Zemnaya Svoboda that isn't something Neu Grosseschnauzer state government has usually received from its intra-regional neighbors, and requests instructions.

The Chancellor nods as he reads the diplomatic note. Its only been a couple of months since he left Magicality City and returned to the Federal District; the four months of shuttle governing had been hectic and tiring. "I don't now if I'm ready for more traveling just yet," he thinks; after a few moments of contemplation on the matter, he screen-types a reply to the Governor:

"Please inform the Foreign Ministry of Zemnaya Svoboda that the schnauzerlands federation will be present; either through you as my representative or through myself depending on the scheduling of the conference and the agenda. If the first meeting is to be a formality then it makes little sense for me to travel; if there is an announced agenda and substantive work to be reviewed before the conference opens, then I will make a decision to travel once I have seen those materials. Please e-mail me any materials that you receive from the organizers with a copy to the Intra-Regional Affairs Office of the Federation."

He marks the item as a code cobalt for further follow-up, and proceeds to the rest of the morning's electronic traffic awaiting his review. He has to get through the materials before his appointments for the morning and the Parliamentary session in the afternoon.

The boardroom of Kuat Industries was not at the top of a massive skyscraper, as many might have expected it to be. It was instead deep underground in the basement of the corporations political headquarters. The lowly lit room was dominated by a massive table that ran almost the entire length of the room. A single solid piece of black marble, it was worth more than the entire operating budget of many smaller multinational companies.

Obul Kuat sat at the head of the table, he was the CEO of Kuat Industries and the reigning Kuat of Kuat, though that historical title for the head of the Kuat dynasty was rarely used in modern times. He smiled thinly as he read the telegram from the foreign ministry of Zemnaya Svoboda. “I wonder if we count as a ‘liberalising’ country?”

A low chuckle sounded around the table. “I sense,” he continued drily, “an opportunity for expansion into new markets. And one should never miss an oppertunity for profit. Send a letter to the Zemnayan foreign ministry, that Kuat Industries will attend their conference.”
 
The Prime Minister's offices was just one of many buildings in the sprawling complex where the central government of the Empire's many offices and bureaus were located. It was larger and had more of a presence than it's neighbors, but was done out in the same classical Mor'osi style of tiled, curved roofs, pillared walks and intricate carvings of natural phenomenon which the officials in the culture were so fond of promoting whenever possible. The office in which Prime Minister Sillen himself sat was furnished in a similar fashion, though practically had forced the inclusion of many decidedly more modern elements.

He pored over the document, translated for his convenience, that had been given to him in silence for several minutes. Angli, his foreign minister, meanwhile waited in patient and dutiful silence. Sillen at last gave an approving shrug.

"I see nothing particularly wrong with this. It looks harmless enough, indeed aspirations like the Emperor's can't be met without a strong diplomatic presence. A good opportunity to earn the respect of our neighbors and beyond." Angli coughed, sensing that the Prime Minister was beginning one of his trademark impromptu speeches.

"I apologize for the interruption sir, but am I to understand that as formal approval." Sillen was disoriented for a moment, but soon rallied.

"Yes, of course. Please, I entrust everything to you. Send an appropriate reply promptly." Angli nodded, bowed, and retreated from the room to fulfill his new task.
 
Cecil Grandel scanned across his desk at the sea of paperwork. Among the many requests of public patronage and meeting minutes from the numerous committees he was part of; he spotted a crest he was unfamiliar with. Picking up the document and shaking the dust off, he quickly scanned through it.

'Conference... Vladivostok... isolated...' he mumbled as he read, slowly sitting down and pulling on a deep red rope cord that descended from a hole in the ceiling.

The distant sound of a bell was almost immediately followed by Jenkins appearing at the door.

'You rang, sir?'

'Yes Jenkins, I've found this invite to some international conference on my desk, how long has it been there?'

'Several months, sir,' Jenkins replied, and continued to head off the next question, 'when it initially arrived you said the village cricket team were at a crucial point in the league and you couldn't possibly leave.'

'Did I? Well, I made a good point.' Grandel said. He paused, briefly considering any important functions he had in the near future, quickly realising there were none he had any desire to be at. 'Telegram this Nikolai chap and let him know were coming. And then pack a few trunks, there's a good man.'

'Of course, sir' Jenkins said as he backed out the room.

The wire came through. Scandigrad, having been in isolation from it's neighboring regions for so long, was highly interested in getting involved in regional politics. With Prime Minister Gregory Mitchell, and his new policies, it seemed like Scandigrad would have an opportunity to have such an influence.

The door opened with a creek, a sign that the 150 year old door was in bad need of oil, but was not in disrepair. It was Mitchell's Minister of Foreign Relations, a man by the name of George Braddock. The man was a legend in the international world, and before becoming the Foreign Affairs minister, was the first Scandigradian to meet every single North Pacific head of state. Granted, that was 20 years ago, and most of them were now in walkers, but an amazing feat nonetheless.

"Sir," he started off, "We received a diplomatic cable a few hours ago that I thought you might take an interest in. I understand you want our nation to have more of an influence abroad, and this seems like the perfect opportunity."

Mitchell scanned it over. "I couldn't agree more, Minister. Thank you very much. We shall begin making arrangements at once!"

The duo began to discuss the logistics of the meeting, and a proper reply. Before the day's end, all the proper people had been informed, and for the first time in close to a hundred years, Scandigrad would become a household name overseas.

With a knock at his door, Mitchell set down his pen and yelled "Enter!"

The door opened with a creek, a sign that the 150 year old door was in bad need of oil, but was not in disrepair. It was Mitchell's Minister of Foreign Relations, a man by the name of George Braddock. The man was a legend in the international world, and before becoming the Foreign Affairs minister, was the first Scandigradian to meet every single North Pacific head of state. Granted, that was 20 years ago, and most of them were now in walkers, but an amazing feat nonetheless.

"Sir," he started off, "We received a diplomatic cable a few hours ago that I thought you might take an interest in. I understand you want our nation to have more of an influence abroad, and this seems like the perfect opportunity."

Mitchell scanned it over. "I couldn't agree more, Minister. Thank you very much. We shall begin making arrangements at once!"

The duo began to discuss the logistics of the meeting, and a proper reply. Before the day's end, all the proper people had been informed, and for the first time in close to a hundred years, Scandigrad would become a household name overseas.

Prime Minister Gregory Mitchell has expressed a keen interest in events like yours to boost our involvement overseas, and we cannot wait to participate in your forum with other nations.

I would like to inform you that the Prime Minister and myself will be in attendance. Logistical information will be attached with a follow on cable. Thank you for your interest in breaking the isolation between the nations of The North Pacific.

I have been informed that H.E. Duke Stevens, Envoy Extraordinary and Minister Plenipotentiary to be Special Envoy to the Vladivostok Conference has arrived by helicopter in Zemnaya Svoboda. He will host a reception and press conference before the conference begins. Food and drinks will be served. Media kits will be available for the press.

The very high-roofed black limousine crunched on the soft gravel as it came to a halt.

A small Svobodan man, exited the limousine hurried along the side of the car, stumbling slightly as he opened the door.

Out stepped the massive presence of His royal highness Emperor of the McMasterdonian Empire and Queen Meghan.

The crowd gasped at the massive height of the King and Queen. A t 7ft 5 they towered way above all of the citizens, and made even the tallest of Svobodans look small.

The King spoke in his booming, yet gentle voice:

"Zemnaya Svobodans the Queen and I are delighted to visit your beautiful city of Vladivostok and to meet with your government again. We come baring a gift for your museum of National History. It is the complete diary of my Great-Grandfather King Harald VI recording the first meeting he had with your President-Minister in 1922, shortly after the revolution.

We are eager to begin our negotiations and to reengage with our fellow nations, please excuse us"

The King took the Queens hand and began to walk towards the building

A flash of blue light overcomes the King and Queen.... as a single shot rings out

The crowd screamed and scattered. But quickly out of curiosity returned, and crowded around the limp body of a very short woman. The woman clutching her gun, was clearly from the South of Mcmasterdonia where the people were much shorter than their northern counterparts. The South was currently fighting for independence.

The King and Queen were nowhere to be seen.

The Blue Spectral Being, Nermantes, the timeless guard of McMasterdonian Royalty, had done her job. The Conference could now begin.
 
The governor of Neu Grosseschnauzer opens his mail feed from the schnauzerlands chancellor's office and sees a new message from the Chancellor.

The governor clicks open the message marked "highest priority" and sees the authentication code that it comes directly from the chancellor.

"My dear sir:
"It is not possible for me to attend the opening of the Vladivostok Conference due to pressing matters, and my need to travel to Magicality City to attend to regional matters with the judiciary."
"Please attend the opening sessions of the conference as my representative, and keep me apprised of developments at the Conference. I will send staff from my office to assist you at the conference, and as a formal representative of the schnauzerlands federation, you will have the usual diplomatic convoy to accompany you and of course, you will have the service of the special escort guards. Please have your office contact my chief of staff to complete all of the necessary arraignments.
"Chancellor"

The Governor types a acknowledgement of receipt, and signals for the staff to assemble. "We've got a lot of things to do, volken, and we have very little time to prepare for the trip to Vladivostok."

In a large well-varnished pine chamber, the carrying sound of a gavel upon wood echoed.

"This conference is called to order," proclaimed Braverman, "Allow me to distribute the basic rules and agenda to you all."

Rules and Agenda:
The Vladivostok Conference

Chair
1. The initial Chair will be Minister Braverman representing Zemnaya Svoboda.
2. The Chair may be replaced by a simple majority vote.
3. The Chair will set the agenda, except for motions to replace the Chair.

Voting
1. In any vote, each delegation has one vote.
2. When voting, the delegation will update the voting table like so:

3. When Aye exceeds Nay + Present, the motion will carry.

Duke Stevens takes his seat as Braverman calls the conference to order.

Looking over the distributed agenda, Duke Stevens makes several notes with his fountain pen.

"Monetary union...hmm...," he mumbles.

"Francis," he says as he turns to his assistant, "Please send a copy of this agenda to Duke Winfred. We may need an ambassador present here."

"Will do, Your Excellency," Francis responds. "But I don't doubt you're capable to handle these issues."

"But I doubt myself Francis," says Stevens. "We shall see what Duke Winfred thinks."
 
Queen Meghan looks down the agenda, and gasps quietly to herself as she reads "monetary union"

She pulls her husband in close, whispering in his ear:

"A monetary union. This cannot be serious. The Mcmaster Royal has been our kingdoms currency for the last 4 centuries. Are we really prepared to abandon a stable currency that has served us well for more than 400 years"

"We must be prepared to embrace economic, social and political change my Queen, if we are to keep in touch with our people and our region"

The Queen pulled away from her husband abruptly. She was not amused.
 
The Governor of Neu Grosseschnauzer takes his seat along with the rest of the schnauzerlands delegation that had arrvied from the Chancellor's office the previous evening.

He opens the folder with the documents that had been placed on the table at his seat, and reviews the agenda items.

The governor beckons the chief aide from the chancellor's office and whispers quietly, "I think we need to send a copy of these papers to the Federal District."

The aide nods her head and retrieves the portable document scanner to send to the capitol, and to allow the other members of the delegation to review on their digital assistants.

The governor then gets the attention of his own chief of staff, who comes over.

The governor whispers to him, "I think our staff needs to review the agenda as well since some of them will apply to us and not the whole federation. Have them go through our planning documents and see what we might want to raise while we're here."

The second aide nods and returns to his seat behind the governor and opens his tablet to send messages to relay the governor's instructions.

The governor turns his attention back to the conference and thinks, "This may prove to be quite interesting."
 
Obul Kuat smiled thinly as he read through the agenda. Typical pushy left wing interference, he thought. It would be interesting to see how it would go down with the other delegations here, representing such a broad spectrum of international interests. Certain areas would be complicated if they came to pass, due to the rather unique way the Kingdom of Kuat and Kuat Industries had become entwined into one. But that could wait for the time being.

"Kuat has no questions at this time," he said with a nod to the chair. After a thoughtful frown he turned to the nearest aide and murmured a quiet question. “How many dissidents did we execute last month?”

“44, milord.”

“Relatively low for a monthly period I suppose,” he mused. “And none of them were particularly conspicuous so our hosts will be pleased about that at least. One hates to appease people like them, but it is probably better to avoid any unpleasantness for the time being…”
 
Prime Minister Mitchell sat at his computer, staring blankly at a game of solitaire. They told him he'd be leaving momentarily... two hours ago. In the meantime, he'd already gotten fed up with minesweeper and tetris. All his paperwork had been filed away so he could work on it on the flight, but the weather was being relentless. Scandigrad weather never seemed to cooperate this time of year he thought to himself.

Just then, one of his aids entered, along with one of his body guards, and the convoy made it's way from the Presidential Hacienda, to Scandigrad Air Base ten minutes away. From there, Mitchell boarded his A340-600, and was able to complete most of his paperwork on the flight over.

Mitchell entered and took a seat, along with his ambassador in the conference room. The two also had one senior aid each standing behind them, should any of their expertise or assistance be needed.

As Mitchell glossed over the itinerary, and as it was read aloud, he was very interested to see all the different nationalities around him. For the first time in far too long, Scandigrad was getting their name heard, and seen outside like never before. It made him proud to be the leader, and some of the issues on the itinerary he felt very strongly about. It was only a matter of time now.

I am pleased to announce that the Atorian diplomatic mission to the Vladivostok Conference will be hosting a series of Special Interest Receptions, throughout the duration of the conference, for groups of nations similar to Ator People and on topics relevant to the conference and Atorian interests.

All registered diplomats from nations attending the Vladivostok Conference are welcome to attend the Special Interest Receptions, which will be held at local hotels and dining establishments.
