As this applies to both candidates for Delegate, as well as to us all, I am posting this here.

In the recent past we've seen huge problems with lack of staff for doing actual work around here. Right now, I see lots of people beginning to be active on

The Delegate appoints, and can freely fire people, but it seems that forcing the Delegate to do all the work of looking for people doesn't work too well these days. So, I propose that we discuss who we might want in the Cabinet, and who wants to be in the cabinet, here.

If the candidates want to reveal which of our ideas they like, or even quietly steal some, that's great.

To start with, I suspect that it would be better to avoid having the Attorney General have a cabinet-level position in the executive. I could, however, be wrong.

The AG, by law, is part of the judicial branch and independent of the Delegate, so obviously that is not a concern.

My concern for a long time has been that the Cabinet hasn't had any sort of structure or function, I think the current state of affairs has contributed mightily to the problems we have with activity.

We need probably three areas of function in the Cabinet -- diplomacy (ambassadors), communications (both the regional reports for other regions, and within our own region), and a catch all. These Cabinet members would have regular mod status for some areas of the forums, and they would be expected to handle getting retired threads in those parts of the forums archived. (Map maker would remain a special area with a non-governmental status.) Such a responsibility has historically been part of the duties of Cabinet members, and I think we need to bring that back.

It's possible everything else could mean more than one position, but I want to see what TNP residents and RA members say about that; I've no preconception on that point.

Gross, how'll about as a compromise, we establish the three+ ministries that *need* to be filled and running and allow the delegate to create more positions and ministries at his or her will?

Not to be a wet blanket, but how do you propose to force the Delegate to fill those positions? It's not as if they can conjure people out of thin air.

If we change the rules we could possibly implement such a thing, by requiring the Delegate to appoint if there are volunteers?

Elu, we have had such ministries under the last constitution, but they were directly elected.

We also had a prime minister that was directly elected, and the Delegate only attended to in-game matters. The decision to move to a system where the Delegate is both head of state and head of government motivated the current constitution.

Since the Delegate takes the oath of office which binds them to follow our governing documents, a change that would require them to appoint certain offices would be part of the obligation that is binding with the oath of office.
