Inactivity Clause

I would like to propose an amendment to TNP Law 28 Article 3 Section 2 as it had become evident that many Regional Assembly members fail to participate in the affair of the Assembly and that the membership is retain only through other non-assembly related post.

I believe this amendment will increase participation in the assembly.

Current:

Section Two

Inactivity

1. Assembly members whose] nation has CTE'd (Ceased to Exist) or who have moved out of The North Pacific when not on offical business shall be removed from membership automatically by the Speaker.

2. Assembly members who fail to indicate their activity on the forum by posting for over 30 days shall be removed from membership automatically by the Speaker.

1. Assembly members whose nation has CTE'd (Ceased to Exist) or who have moved out of The North Pacific when not on offical business shall be removed from membership automatically by the Speaker.

3. Assembly members who have missed two consecutive votes on any Regional Assembly items shall be removed from membership automatically by the Speaker.
 
Might as well. Activity is good. A bit concerned I might fall foul of this two votes in a row bit, but, at the same time I acknowledge that I don't have my eye fully on the ball right now, so maybe I deserve it.
 
The biggest cause to inactivity within the RA is communication. A long time ago, when I served as Speaker, my practice was to send PMs to members about votes when they started.

We have a history of players (as far as TNP is concerned) who lead busy real lives, or who encounter problems with their computers. It's been a factor for as long as I've been in NS. (Ask Blackshear about his first Delegacy sometime.)

We may also need to strengthen the obligation to communicate by use of other methods to notify RA members of voting such as TGs at Nationstates; we're working on the problem with the PM system here, but that issue has been referred for investigation, and I'm waiting for more information.

I'll also note that we'll be trying to use the news box feature again now that that issue has been fixed.
 
The fact is that PM does not seem to work either as voters tend to be the same faces that always vote. The current problem with mass PM system is making my job far more difficult then it should be as I have to do each message separately. On your suggestion on telegram, I think it is a good idea and will give it a try; although my experience indicates that people login to their nation even less then their account on the forum.

With regards to news box, if the people can't be bother to read PM. I doubt that the news box will help.

Regardless though, I think this is the problem that TNP have. TNP tends to allow player a lot of latitude when it come to inactivity and it tends to lead to opportunist and couper using it as an excuse to coup the region. I think an important first step is to remind everyone that RA membership is a privileged that should and need to be exercised.
 
One thing I liked about InvisionFree was that whenever you got a PM, or someone posted in a topic you subscribed to, you got instant e-mail notification of either.

It helps to promote activity by getting people to look at what was sent to them. Perhaps this somehow can be looked into?
 
Personally, when any of my man three nations gets a telegram I get an email, I can't seem to get this forum to do that. If you send a telegram to my TNP or WA nation I just gave you the link to I'll show up eventually. :P
 
As was discussed a few months ago, Zetaboards does not support e-mail notifications. They don't even have an add-on at this time as an option.

The PM code needs to be checked, and I have already asked Eluvatar to take a look at it. I'll try to see if I can get ahold of Ator People (who also has admin access) to see if he can take a look.
 
I check my actual Nation on NationStates more than the forum, so a telegram for me, at least, would be greatly appreciated. A PM+Email reminder would do just as well.

Because, I am quite busy in RL, but if I know that I can help by taking 5 minutes out of my day to cast a vote, I certainly will.
 
In sorting out the news box feed, Elu also added a place in each user's profile to list his or her NS nation; which ought to make it possible to locate that user at NS to send a telegram.

And, e-mail from a user to another user through the forums, one at a time, has been enabled since the conversion. The problem s are getting the add-on code fixed that permitted multiple addressee PMs, and the fact that Zetaboards does not have a e-mail notification process for PMs.

As far as admendment goes, I like the idea of the admendment and totally agree with it!

I am currently have computer issues so I know how that goes, however I am still finding a computer ever once in a while to use to check the boards and everything. I think that having this clause in there will cause more people to be active.

I shall like to see more discussion on this however, I would be willing to send this piece to FD and to a vote as soon as possible.
 
On looking at this a second time I've just realized how short of time two votes could be in theory.

I still think it is a good idea, but we need an exemption for pre-arranged absences, in case someone is going to be out of the country for several days or something.

Can we clarify the two vote provision to not apply when two or more items are up to a vote at the same time?

It occurs to me that if that is not done, then someone could be removed from the RA even though they might have logged on nine days apart.

I think the time interval between two consecutive votes should not be less than seven days or be more than two weeks to be considered as inactivity
 
I think the time interval should be at least 3 days. There is no need for maximum though because "no post for 15 days" clause would have take care of that.

"4. As used in this Section:"

It's a stylistic thing, but it will make it consistent with the style and format being used in the Legal Code.

Separating the voting periods being counted might help address the issue of the overlapping votes.

Once the coding problem is fixed on the use of multiple addressees by PM, we may want to consider a rule about notifications to RA members of votes; we may also want to require RA members to put their TNP nation in the new "nation" feature in the forum user account profiles.

Changed after suggestion, I think maybe I should stop bother with formal discussion and go straight to vote.

Fel, I think we are ready for a vote; what we've (as an R.A.) been doing is polishing the proposal and ironing out the kinks so the changes will work better.
 
A little verbose but I suppose it's good enough. I wouldn't mind holding a votes soon.

If Felasia wants to wait for multi-PM to be fixed, we could wait until Monday though.
 
I think that is probably a good idea as I am going to make another cleaning of RA membership during the weekend. The vote will start on Monday then. :)
 
I was waiting for the PM system, but since it's seem to be taking a bit longer then voting will start now.

Edit Note: I have send notification PM out, any RA members didn't get the PM?
