Weather Warfare Convention

Description: DEFINES Weather Warfare as:
1)Any use of weather control techniques provoking damaging weather against an enemy or rival, as a tactic of military or economic warfare.
2)Any acts of manipulating or altering certain aspects of the environment to produce desirable changes in weather where widespread, long-lasting or severe effects as well as local, non-permanent changes as the means of destruction, damage or injury.
3)Includes but not limited to weather modification in warfare such as cloud seeding, creation of tornadoes, hurricanes, or earthquakes with the use of high power radio frequency.
APPALLED at the devastation weather modification in warfare can wreak on civilian and military populations alike;
REALIZING that by disarmament and banning the use of weather modification in warfare will aid efforts in international peace;
UNDERSTANDING that although some weather modification technologies do not currently exist. but as they are developed, the importance of their potential applications rises rapidly. Such emerging technologies are described as "a force multiplier with tremendous power that could be exploited across the full spectrum of war-fighting environments."
DECLARES that the risk of use of weather modification in warfare affecting non-involved nations is not worth utilizing the weapons;
NOTING that most nations may not have the technology in weather modification.
The WA hereby:
»1. REQUIRES member states to disarm/stop the use of their weather modification arsenal and stop all current and further researches regarding weather modification technologies that are intended to be used for military purposes, never acquite or possess a weather modification weapon, or assist any non-member nation in any way to develope, acquire, or deploy such weapons (except for article 4).
»2.DEMANDS that precautionary measures to prevent trafficking of these weapons or agents are taken.
»3. ALLOWS any member nation to attack non-member nations with any force necessary if they are attacked with weather modification weapons (except with weather modification weapons of any kind).
»4. ALLOWS member nations to use weather modification for peaceful purposes, either nationally or internationally, which includes and does not exclude, preventing damaging weather such as hurricanes or tornadoes from occurring; of causing beneficial weather, such as rainfall in an area experiencing drought or other prevention purposes. However, appropriate and effective measures are taken with regard to safety and security.
