People are banned for things they do....u haven't done anything. You have not been banned. You simply have not joined the RA or requested a citizens mask in order for you to participate in those areas. Since u can see them...obviously...u aren't banned.
Participation here is up to you. Which means u have to ask, register and participate. Why would we mask every WA in the region if most don't want to participate here.
If you want to compare the forum Gov and community to real life...consider this...Can you simply vote in an election without registering? Ahhhhhhh...lol
Read up the other sections in the RA forum AI, become an RA member...things will open up. Also, I suggest you first look up the info, pm MODS or active members before creating many threads asking questions in sections that have nothing to do with what you are asking.
