Well ladies and gentlemen, I wish I could start my term on a good note...but it seems it is already too late for that.
So I will begin by thanking those that voted me. Thank you and I will do my best to make sure that you don't regret that.
The Government:
- I will be posting the requests for volunteers to fill cabinet positions tomorrow. It will run just as I specified in my last speech. Volunteers will be able to apply for 3 days, for 2 days (or sooner) the CLO will narrow the applicants down and for 3 days the RA will vote and express their approval (once majority is reached and votes after that would not change the decision...the vote ends). The Speaker needs to inform me of how to get that 3 day vote going in the RA soon as possible. 4 or 7 day vote is not efficient in this matter...and if that is a requirement...I will not even request for that approval vote.
These posts will give more detail on what the responsibilities of these positions are and what new areas of government will exist.
- In the meantime, I will be calling upon people to fill the NPA and Diplomatic ranks. Embassy requests will be processed as will NPA apps. Changes to those positions will begin after the cabinet positions are secured.
- I need Spam busters and recruiters right away....I need people reporting violators of the 10 line rule and advertisers who post their ads more than once a day. We are cracking down on these spammers!! No more Mr. Nice Feeder.
To show my appreciation for those that have been busting spam and recruiting since Late August, their names will go up on the Regional Updates board to give them recognition. We salute you Chowda Head, Whereisthatistan, Ator People, Sydia, GBM. Myself and the current delegate have had enough recognition....our names will not be included. If you feel someone was left out...pm me.
- The NPA will be getting added duties. Spam busting will now be considered as a defense of our RMB. We will also be discussing a new purpose for the NPA. Its identity will be determined soon. It is my hope that it remains as a Standing Army and it neither Defend nor Invade. But we will make it fun, having more missions to do various actions…will give a better explanation in the near future. Be assured that we will not be picking on smaller regions with a large WA force.
I would also like to open the Intel and Security Agency (ISA) and include it in Defense. The NPIA was disbanded and closed some time ago. It was never government regulated, but this agency will be and it will be open to RA and citizens (should we ever make that distinction again).
- In regards to the RA, I would like to ask the Speaker to begin searching for a team to help him handle the many responsibilities that come with the position. In a few days you will have a team of MODS to help u process applications. But we need you to delegate and give 1 or 2 people...whatever number of assistants you need....to pin and unpin votes, keep track of votes and RA apps, make sure that votes have a specified beginning and end time/date, help with directing discussions, help maintain a schedule, etc. I will not be interfering in your matters. You have a free hand in dictating responsibility of those members.
But if I see that the system u have chosen or the people u have chosen are not keeping the RA moving and working efficiently, I will be discussing that with u and others in private.
- I do suggest that we start to record the voting habits of the RA members. We just need to see if they are voting or not...not necessarily which way they voted...we just need to see if they are participating.
I would also like to suggest that the RA start voting on WA issues. We have votes on issues that are something like 3 for 2 against. That is rather...pathetic...we have over 3000 nations and we can do much better than 5 or 6 people voting for a resolution.
I will also be bringing to the RA a discussion on our foreign policy and this war....very soon.
- We had our first Government discussion earlier today on IRC #thenorthpacific. The Transcript of that discussion will be posted shortly.
The Forum:
I am still discussing with the Admins on how to reorganize this forum. Your opinion is desired and I will post a discussion thread soon as I organize my thoughts on restructuring.
This will include a suggestion for a new moderation system so that RA apps, masking and other needs are taken care of quickly and not stalled. This will include TOS violations which have nothing to do with the government. That is solely up to the admins.
The Delegacy:
I will be resuming my usual tarting and will be contacting nations that have not endorsed me. I am only 35 endoes away.
I have already requested that the WFE be changed. That and the Regional Updates box in the forum will no longer be used by the previous administration. In fact, I expect that RA members suggest what should go in those areas. What do u find important enough to post there? We need a thread for that.
I need advisors!! Frankly, I have just been greatly disappointed recently and I need to have a few new people around me that can discuss matters of importance and learn when they should speak or rather not speak publically....in regards to those matters.
You would basically be discussing important regional/NS topics, adding your suggestions and be my personal advocates to different groups (Invaders, Defenders or other regions). I would prefer 3 people...with these type of ties. You must be open minded, be able to control your emotions, possess a great deal of "tact" and you must keep this regions interests in mind at all times. If u fit the bill...pm me. Please....no newbs or noobs.
The War:
I had great hope for some time that I would be able to end the war diplomatically without having to reprimand some of our citizens or recognize the new government in TEP (last one would have been an RA decision). Since the campaign period began I have been in contact with allies of new government in TEP to discuss my intentions (if I became delegate) and specifically if my administration would be held responsible for the way that the previous handled the war situation.
However, the revote, the continued verbal and NS attacks made that very hard. Tempers flamed on both sides and I was pretty much stuck in the middle trying to keep both sides away from each other.
We (Myself, the VD and Lord_Rahl) discussed possible talks and prerequisites for a cease fire today in the IRC Gov Channel.
The talks were going well and we ended on a good note. However, shortly after, in a discussion that was going on in The Empire's IRC channel with one of our members, lead to a quick retraction of the Cease Fire Prerequisites and all possibilities for peace. I was Imed this by Lord Rahl:
Frankly, their is not much else I can do to end this war. So I will be opening a discussion with the RA on the matter...specifically on how to proceed (will I be given a free hand to handle the war effort or will I be stifled by bureaucracy) and to make a public Declaration of War.
I would like to make one thing clear. I did not want to be put in this position but have been. But I will not be placed in a position where I am being attacked from the front and the back while my own people tie my hands. So either show a united front when it comes to this matter....or we will find ourselves in a civil war as well. Think it over. I will not sit here and be the cause of that.
