I have been taking part in ongoing RA discussions and adding input as if I am a member of the Regional Assembly that has simply been "overlooked" in regards to forum badging.

Is this the correct assumption?
 
No, you somehow had a RA permission set while being in the Member group. I've reset the permissions to the appropriate set for someone who is in the Member group.
It's possible the RA permissions weren't reset at the time you were previously in the RA a long time ago.
