EARTH REBORN FOREIGN AFFAIRS REPORT I

Salutations to our foreign friends. We at Earth Reborn look forward to a long and prosperous relationship with your region.

As Earth Reborn has developed we have grown in size and regional activity. With the founding of the first parliament of our region, and the recent announcement of NationStates 2 threatening the growth of all regions, we feel now is an appropriate time to step up and take a stronger role in world politics, and this is why we have endeavoured to set up our first Foreign Embassies and Consulates.

A Visitors Guide To Earth Reborn
History

Earth Reborn was created as a merger of Earth's Haven with the Zongasti Bros. Circus in an attempt to increase much needed activity. Lord Docomo and Random Two, leaders of these regions respectively, organised the merger of "Earth Reborn". The agreement was that Random Two would be founder, and Earth Haven's delegate - Slacktonovich - would become Earth Reborn's UN (now WA) delegate until a government was organised.

Thus Earth Reborn was created in the February of 2008 AD, which has since been renamed 1 ER (the first year of Earth Reborn)

The off-site forum was created on February the 26th, 1 ER, which rabidly led to the formation of the Earth Reborn Constitution, which began drafting on March the 5th and was pleted and passed on the 16th. The first parliament was elected April 16 of that year and ministerial positions were awarded by the 23rd of that month.

Politics

Our Region is somewhat unusual in its political structure. We are a constitutional dual-monarchy. This means we have a constitutionaly based, democratically elected parliament, divided into two houses - the Upper and Lower houses - ruled over by two monarchs. This system was chosen for it's stability. Noting that, in Nation States, the founder has the ability to evict any standing government and assume control, we opted for a system where the founder was already in control.

In commemoration of the origin of Earth Reborn, the Founders of Zongasti Bros. Circus and Earth's Haven were both promoted to the rank on monarch, as a symbol of the equality of the two former regions.

The parliament has two houses, open to all forum users. The lower house debates issues and forms legislation. This is passed on to the five members of the upper house for further debate, adjustment and implementation. These five members fill ministerial positions.

News
Recent happenings

Recent developments in the region include a new record for forum activity, set on April 30, following a new drive to increase forum activity; updates of significant historical events being added to the Parliament House Library and the creation of the first Earth Reborn Newspaper, the Reborn Reader.

Political developments include the first foreign offices in the form of Consulates, and debate over the controversial chamberlain position as adviser to the monarchs. Questions have been raised over the necessity of the position after yet another month of forum inactivity by the current chamberlain. Unofficial polling of the ministers is being conducted.

Earth Reborn has continued to develop, and we are now seeking nominees for chaimberlain, an asistant to the crowned heads of the region. This position is the second highest in the region, and leaves the chaimberlain next in line for the throne unless another heir is selected.

In other news the Constitution has been ammended to solve a series of contradictions and remove any out-dated information.

Some members of the upper house have revealed future legislation may allow for the possibility of bribery and vote rigging.

Politics

Elections have been called for the rank of chaimberlain, and we eagerly await a possible regime change.

In adition to this, legislation is underway to standardise the legislative process and streamline the Earth Reborn Parliament. Pending aproval the system should be quick and efficient, however there are doubts about how well these guidelines will be observed. Critics sugest this move only creates more bureaucracy and will actuall delay legislation.

The same act attempts to introduce a system whereby legislation will be ranked by degrees. Although new laws overrule old laws, this system will allow 3rd degree law (common law) to be overruled by 2nd degree (supreme) law. The first degree (crown law) is reserved by the monarchs for the most significant of legislation, for example the constitution.

There had been some discussion of a monarch take-over of the chamberlain elections. Some claim this is an attempt by the monarchy in its drive for world domination. The Society for the Monarchy in its Drive for World Domination (SMDWD) however say that this will lead to regional unity and is fair enough, considering the chamberlain serves to assist the monarchs.

Politics

Brindleton assumed the position of WA delegate and Regional Chamberlain on June 21, coinciding with the regional celebration of the solstice.

With that matter newly concluded, it is time for Earth Reborn's second election. Although the first election only just collected enough votes to fill the upper house, many are optimistic of a decent nomination pool. This, however is not enough to secure the existence of Earth Reborn's first lower house.

Because three votes are needed to enter the lower house, at least three lower house members must be elected to hold a lower house and the top five nominees enter the upper house, a minimum 24 votes must be cast.

As a result, Monarchs have looked into a possible loophole in the constitution to determine weather it is possible for them to promote members to the lower house. It has also been considered worth counting monarchs as member of the lower house, where they are constitutionally allowed to participate, requiring only one lower house member to be elected, and reducing the required number of votes to 18.

This will also be the first election since the passing of the Political Body Permission Act, which allows the creation of political parties.

Recent legislation includes the passing of the Legislation Act, streamlining the decision making process in the halls of power as well as discussion of instituting some kind of immigration check on forum members to ensure people are not attempting to interfere with the voting process and legislation to ensure Regional Medals cannot legally be forged.

The Political Body Permission Act has also been passed, laying down the guidelines for the creation of political parties. Three Political Parties have been created so far:

The Moderate Party – Strongly liberal party, with vocal views on abortion, same-sex marriage and church-state relations. Operates on the principle of freedom for the people.

The Unity Party – Slightly conservative party, with vocal views on taxation, law and order and competition in commercial sectors. Operates on the principle of safety and security through legislation.

The Democratic Socialist Party – Party holding the middle-ground. This party rests upon the ideal of the people united by Government, rather than divided or dominated. Strongly emphasises open, free, fair and peaceful activities in every branch of government.

Earth Reborn is beginning to emerge as a recognized region, and has received invites to attend foreign discussions. However we still have further to go in our development, and look forward eagerly to what the months ahead may hold for us.

This month (August, year 1) has seen the first regional banning! On August the 1st a message was noted on the RMB recruiting for the G2 SUMMIT. The spammer, The Free Land of Bears with Arms, was banned from the region almost immediately by the ever vigilant Random Two.

Politics

The second election has now passed, and after much vote-rigging and illegal bribes, the successful nominees have been elected. We were hopeful of more than 5 members being chosen, and indeed 6 were put up for election, allowing for our first true election (though not necessarily a fair election), after the so-called first election was rushed through with five nominees and five positions vacant.

The Prime Minister was elected - again, Jorden – a result that raised some suspicion amongst the election supervisors, although the issue was allowed to pass after an altercation that emerged between the electoral supervisors and the official armed election security service.

The positions were appointed by Jorden as follows:

Earth Reborn, along with a vast number of other regions, is being held back by the release of NS2. Many prospective players are opting to wait for the next version, and current players are CTEing because they are playing the NS2 beta or plan to drop out and go streight to NS2 when it arives.

Politics

After about a month of Delegate and Chaimberlain inactivity, a new representative has been elected. We are proud to announce the third Chaimberlain of Earth Reborn, sunnyridge.

This delegate has vowed to remain as active as possible in a time of general inactivity. Forum activity is also dropping as experienced players engage in the NS2 beta or await the release of the official game.

This poses a threat to next month's elections, with fears that not only will there be too few voters, but indeed too few nominees.

Party politics have also suffered, with three of the four parties dropping below the required 3 member threshold. As a result there is only one official party in Earth Reborn at present.

Earth Reborn, is currently holding elections. These will be our third elections, however due to the release of NS2 it appears that Earth Reborn has less candidates to choose from. To combat this the elections were delayed and a radical new constitution passed while both houses of government were empty.

Politics

The 3rd tri-monthly elections of Earth Reborn are conducted this month. As a result parliament is currently empty:

Modifications to the constitution now allow for a form preferential voting, as opposed to the old “one vote for one candidate”. This means many, ore even all candidates can enter parliament.

The two-house system has been abolished for simplicity and to reduce rent on the second house. Ministers are now members of the lower, or “only” house.

The new constitution has allowed for the creation of a new ministry, The Ministry of Finance, and abolished the rather inactive Ministry of Justice. Organised crime boss Joey “finger in every pie” Malone has welcomed the changes, issuing the following speech from his hidden underground lair at 12 Ascot Park, ER:

This is an enormous step in the right direction. Now we have Banks to rob, and no police to stop us.

In other news the regional delegate CTE this week and a new one will be installed after the elections. Also, one monarch, Docomo, left the region after yet another “emperor’s new clothes” incident. This leaves Random Two the sole tyrannous dictator of the region.

Economics: The new constitution has allowed for the creation of an Earth Reborn economy. The currency is officially the ERR, though what that stands for is yet to be decided.

Minerals markets, banks and a stock exchange have all opened up, with a real-estate agency on its way. While critics claim this will allow politicians to rob their nations to build mega-mansions, leaders in the region applaud the concept, claiming this will allow politicians to rob their nations to build mega-mansions.

Currently all markets are steady, with no real winners or losers for this month, due largely to the fact that the economy is not yet in use.

DELEGATE ELECTIONS BEGIN AFRESH: Mystery disappearance of the 2nd Regional Delegate to the World Assembly since Lord Slacktonovich resigned some months ago.

Horror
Minister of Internal Affairs, Lord Ravenclaw of the Imperial Crown officially stated that he did not foresee this when calling for a new delegate to take over from the Ailing Lord Slacktonovich when his ability to maintain the post was called into question by him and Lord Sunnyridge, a late World Assembly delegate who passed away recently. Speaking from his Palace in Crystallia City (Capital of the Crystallian Empire of the Imperial Crown) he spoke on behalf of his Government, by saying the loss of his late comrade Sunnyridge was a tragedy within the circles of the nation, and indeed the very continent.

The Earth Reborn Reader spoke with several members of the region recently to find out current opinions on the "delegation danger" (as termed by one member of the public who did not wish to be named for tax reasons). "It's frightful" said one member of the ER Citizens Against Social Tax [CAST] before running off to start a rally damnating Taxes which fund the World Assembly Health Authority.

IMPERIAL CONSTITUTION IN LIMBO: Has Lord Docomo's surprise return caused unrest in Parliament and the Regions Imperial Structure?

There is currently no available information aside to the fact that former monarch Lord Docomo returned some months ago and, seeming vanished again. Questions about whether he shall return as King in a sole position or in a Power sharing agreement were voiced last night.

It later became apparent to all of us here that it was a simple visit designed to wish us a Happy New Year. How thought provoking.


Economics:

NEW CURRENCY BEGINS PRINT: TREES CRY WITH ABJECT HORROR!

Trees are now fleeing at an alarming rate... this will not look good at the next WA Meeting...

The new currency of Earth Reborn was decided as Earth Reborn Ruble [ERR] in a vote last December.

Advancement on the Forum

There is now a research forum for the advancement of nations within the region. Military research appears to be the most popular, although economic, cultural, public service and technological research have all been conducted.

As a result, trade, diplomacy and troop recruitment are all availible to some members. One of te less popular developments is illestrated below.
