Kind friends, North Pacificans, countrywomen and men, lend me your ears!

This month has brought a new dawn to our region. For nearly one hundred days, our community here on z13 was in danger of being supplanted and phased out of relevance. Our democracy and constitution, everything we had worked for was in jeopardy. Now that the Crimson regime is no more, we can look forward to a safe return to what we almost lost.

But wait! How can we speak of "looking forward" to a "new dawn" when we are just returning to old values, and discarding the single most drastic change to our region this past year as a dangerous aberration? Is that not looking backward?

That is not what we are doing. We cannot undo the past. The best we can hope for is to continue to learn, to take only the good parts and to convert our mistakes into experience. So, willing or not, even as we are undoing the events of the past months, we are taking good ideas from it, and learning from its mistakes. The good idea: Spark participation and activity! The mistakes: To grant extra-legal powers to the delegate, to treat WA nations (actual, human players) as tin soldiers to be ejected at will in the name of the Almighty Endoranking. This must not happen again.

It is in this spirit that I will run for the delegacy of the North Pacific in the elections next week.

My qualifications are not obvious, but strong. I joined NationStates in 2003 and the North Pacific during the height of Pixiedance's reign in March 2005. Since then, I have rarely been in the center of attention, but have watched from the sidelines and played my part. My technical contribution in the form of EndoSpider scanned the endorsements first in April 2005, and has continually served the delegates of the North Pacific since August 2006. It has helped Great Bights Mum in her exhausting campaign over the past month, and but for her continual pressure against the endorsement gap, neither Gatesville nor the Crimson regime might have been convinced to cease their efforts. My own endotarting ability is clear as well. Within the past month, I have been able to rise from barely 25 endorsements to 173 without breaking a sweat (I am endorsing only around 300 nations, and have never spent more than half an hour a day on endotarting), by simply endorsing those nations most likely to return the endorsement.

But there are other qualifications that this position requires. It requires, first and foremost, trust. What you are doing when you vote for a delegate is to place disproportionate power into the hands of a person and expect them to use it well.

If elected, I promise to obey the laws of the region. I will treat our constitution as sacrosanct, and likewise the democratic process that amends it and that elects my successor. I will not eject or ban nations without the approval of the Judiciary. Endorsement caps do not and will never exist, favoring instead a case-by-case security protocol that evaluates and warns potential usurpers individually.

Yet I will not stand as an idle tool, using my delegate powers when the government orders me to. The delegate is the Executive, not the Executioner. The delegate's job is to serve as the public face of our region. I will diligently present our region to the world of NationStates, protect it from undemocratic takeover, and contribute and participate in the governmental process. I will take an active part in the World Assembly, and be prompt and swift to start and follow referenda for every resolution.

There are only some here who understand the true nature of the delegate's role. I know Great Bights Mum does, as does my esteemed opponent Eluvatar. This nature is thus: The delegate is not the first citizen, but the last. All the delegate's power flows from the people's vote. The delegate does not rule the region, but serves it.

Thank you! I admire your ability to condense your platform into its essential point and stay informative. My eloquence has rather a way of getting the better of me and leaving people unsure of the actual promises I'm making.

So to save everyone all the effort of cutting through the flowery prose and finding out what I stand for, I'll summarize my points.

Loyalty: I will not coup. Copy these four words down, and let lightning strike me if they ever prove a lie. I know that this is mostly taken for granted, but as the past has shown it should not be.

Public Relations: I will present our government to the region, and our region to the world. I will follow the people, but lead by example. The World Factbook Entry will be kept up to date and I will likewise stay updated about the latest events in our neighbouring regions.

World Assembly: I respect the views each of us has of the global governing body, but I am convinced that the resolutions passed since its refounding demonstrate its worth and necessity in writing international law. I will participate in every resolution that reaches the floor, and I will vote the way you want me to.

Security: I will keep my endorsement count high and be vigilant for threats to my delegacy. You know I have the tools to do this. However, I will stay in contact with the Council of Lower Officers (thank you, Eluvatar) instead of acting alone.

Activity: As my previous points state, I will be there. I will not sleep on the job, and I will do my best to keep this region as great as it is, to make it as great as it used to be, and as great as it could be in the future.

Congratulation on your running for Delegate.

I've a couple of questions for you. It's the same as another candidates.

1. Regarding the post by GBM about the new NPA stand for defender/invaders game, what is your stand on this issues? Would the NPA revert to defenders stand, maintain it hybrid, or change to invaders?

2. During the split, TNP have become the center of NS attention with the help of propaganda from both side, but with the conflict ends. How do you intend to make sure that TNP is still in the spotlight?

3. I've a look through your campaign thread and I see that you focus on Security and Democracy of the region which is good in someway, but the main concern that I have is the summer slump and I don't see any plan that you have to tackle that problem. So how do you intend to maintain a level of activity in the region?

Thank you for your questions, Felasia.

1. Firstly, as Great Bights Mum has stated, the delegate currently has broad powers in directing the actions of the North Pacific Army. This gives us an efficient response to security threats, but it has risks as well. I would therefore support laws that give more civilian oversight over the army, and in their absence, would require the people's input on controversial military campaigns.

I am with the defenders. I oppose offensive military action, and in my delegacy the NPA would be a defender army, not an invader army.

Neither of these are the chief purpose of the NPA, however. The military arm of our region serves to protect and defend the region's interests abroad. It does not simply run around invading or defending regions for the heck of it. We will defend our allies in their home regions, whether these allies are themselves defenders or invaders.

2. We won't need to manufacture news, I am sure. The political landscape of the feeders is turbulent enough without stirring waters artificially. However, I will make sure that our region stays abreast of the recent events in our neighbourhood, and that we take a central role in them where appropriate.

3. Activity on a forum is a tricky business. I can carry the members to the topics, but I cannot make them post, you might say. Yet it would be my responsibility as delegate to keep our region and forum interesting enough for people to participate. I would work closely with my Ministers of Arts and Entertainment, and Culture and Education (no, I have not filled any cabinet positions yet) to make this forum a stimulating place for regional residents and visitors from neighbouring regions.

The "Summer Slump" is an inevitable trend that results from people's RL obligations (namely to enjoy the weather). We can't drag people away from this. All we need to do is ensure that people don't forget us, and that activity will pick up again when it gets colder.

(Although I will personally consult weather specialists to ensure that the summer will be as lousy as possible and encourage people to spend time on the internet. ;) )

I will have to disagree about this. The great example is TWP event concerning LoA, it's a huge movement to remove LoA from delegacy for inactivity, but without the news service or announcement from TWP (Oh, Nee just posted it), most of NSer don't even know about it until she step down from delegacy. I believe that some of the TNPer just learn this when Nee post the report on this forum.

Without news service or report from TNP, the region will fade away, like TEP and TSP. (About once every 3 months is not enough)

I agree, but instead of trying to hold old player here, would it be better and easier if you attract newcomer to stay here instead of moving to UCR?

I also have another questions for you, since I don't found any part of the legal code or constitution that stated that how many ministers that you must have. How many ministry are you going to establish and what is it?
 
1. We are actually in agreement about the first point, I believe. The event you are mentioning in TWP was real news. It just failed to get reported sufficiently. The North Pacific Wire is essential to conduct (sorry) news from the world to us, and our news to the world. We don't need to stir up trouble; we just need to stay in touch with what already happens. That is part of my Public Relations and Activity platform.

The Wire is already active, thanks to Flemingovia's and Romanoffia's frequent enlightening/entertaining (I'll let you decide!) editorials. However, these news stay here in the North Pacific: They are news about TNP for TNP. We need some more journalistic effort to stay in touch with the world. Ideally, the North Pacific Wire should have reporters throughout the feeders and UCR, and should produce issues that will be distributed with the regional updates in our various embassies abroad.

I will try to achieve this. Clearly, it is a long way to go.

2. Sure. Member attrition happens the whole year around, not just summer, and we need to stay attractive to newcomers to counteract this attrition. This is also what I will work towards while representing the government to the region on NationStates. UCR ads (though tolerated) will be balanced by frequent advertisements of our off-site regional forum.

3. The relevant section of the constitution leaves this up to the delegate, but I will go with a combination of tradition and necessity. What we used to have were Ministers of Defense, Internal Affairs, External Affairs, Culture and Education, Arts and Entertainment and Communication. I believe that if the region is to be as active as it should be, none of these positions are redundant (although C&E and A&E fall close together), so I will attempt to fill them all as appropriate.
 
For the power. Well, no. I've seen this region stumble between glory and disaster in the past few years, and I have a few ideas for the future that I would like to try out to give it more of the former and less of the latter.

For example, we need a closer cooperation between the branches of the government. We have a vicious cycle and self-fulfilling prophecy of distrust: Everyone expects the delegate to go rogue and the delegate hastens to fulfill expectations. I would like to break this cycle and re-establish trust within the government, rather than paranoia and backstabbing.

In all honesty, I would be okay with Eluvatar at the helm. Regardless of the Zemnaya Svobody duality affair, I know he is trustworthy and capable, and he has had a stellar career in this government. Missing Dog Head is more of an unknown - a fresh wind is just what we need, but I have not seen enough of him to know what he stands for.

You know that I originally decided to run because you suggested it. When I did, Missing Dog Head was the only other candidate, so at least part of my motivation was merely to provide the voters of the North Pacific with more than one choice. But now that I have had time to organize my campaign, I realize that I am serious about it, and I believe I would be best suited for the delegacy.

Do you think your lack of experience/involvement in the government side of things in the past is a problem?

I will be asking this question to all the candidates. Is there any chance of a more detailed look at your cabinet? Would you definately use all of the old offices that you mentioned and if so, why? Also, as the Delegate appoints the cabinet, have you considered who you might appoint and to what position?
 
I do not think that this will be an impediment. It is true that I have held no cabinet positions, but I have an active voting record in the Regional Assembly and I do know a lot of the history of the North Pacific. However, I acknowledge that there are some things I just do not know, and I will be careful to take the advice of my cabinet in such matters.

I've listed only the offices I knew off-hand had existed before. In practice, I know that some of the responsibilities are too broad or too narrow, and the exact titles will change.

Also, some of these positions might in fact be occupied by the same person, depending on how extensive the responsibilities are. I don't want a bloated cabinet whose members spend a vast amount of their time doing nothing.

- The Minister of Education (MoE) will be responsible for the University and the historical archives. The university is currently a disaster area of inactivity, and I know that while the government's stranglehold on it is a problem, complete independence wouldn't bring it back.

- The Minister for Arts, Culture and Entertainment (MACE, pardon the pun) will be responsible for the roleplay and recreation sections in this forum.

- The Minister of Defense be in charge of the North Pacific Army, and will also have a degree of oversight over the North Pacific Intelligence Agency. The Director of the Agency will as before be independently appointed by the Agency itself.

- The Attorney General will represent the region's interests in the Judiciary when prosecuting criminal cases.

- The Minister of Immigration will be responsible for the recruitment efforts on the NS side.

The North Pacific Wire will remain an independent news organization, in the interest of promoting the "Guilds" idea a little. There will probably not be a Minister of Communication for this reason.

There will be Ministries of External and Internal Affairs as well.
 
You have my support too, you seem to hold a positive and forward looking approach to this region and seem to have stability and unity in mind and thats what we need in a delegate. You've consistently proved to me your loyalty to this region and I commend that.
 
Firstly, I'd like to wish you the best of luck in your campaign. If TNP votes for you then you're the right man for the job. Then, I'd like to ask you a question. Where do you stand on participation, in particular, participation in military?

The Bill of Rights (specifically the rights to determine World Assembly membership, relocation and endorsements) prevents nations from being drafted into service, which I consider a very good thing.

That said, I believe that voluntary participation in any of the government organizations is a priceless contribution to the region, and that includes the North Pacific Army. I was in fact planning to re-enlist shortly before the nomination. Election would prevent my deployment, so I'll only do that if I lose.
 
Other than what it is now? More active, and an important player on the international stage. A place to join, rather than just a place to be born in. This is what I hope to achieve.

I also intend to leave the office by the same way I enter it, namely through an election.

In other news, Eluvatar and I have discussed our respective potential cabinets. He has declined to publish or contact anyone prior to his election, and I will do likewise.

This is not a blank check. Though the Constitution gives the delegate the power to appoint and dismiss cabinet members at will, I will hold an informal hearing in the Regional Assembly where each of the appointments may be discussed, and overruled if a majority does not support these ministers.

Given this, I believe it would be inappropriate for us to promise people ministry positions that we may not be able to fulfill, even if elected. I don't want someone to vote for me because he thinks I will hand him the Department of Defense while he would push papers in Immigration for Eluvatar and be passed over for Romanoffia's cabinet.

Eluvatar and I do have lists of members in good standing, who may be picked for cabinet positions. I think I'm not revealing too much by saying that we consider each other trustworthy and reliable.

Besides, I hate forum moves. They're inconvenient and take too much time to get accustomed to. ;)
