Proposal needed to implement COPS treaty

Shortly before all Hades broke loose as a result of too much crimson, the RA passed the Convention on Off-Site Property Security, in response to an idea first raised by Flemingovia. The voting thread 9and the text can be found here (click).

The COPS requires implementing legislation. It would be useful if someone could take the ball and run with developing a draft bill.

From what I can see it looks like a good idea. Deleting other people's work is never a good thing.
