An Unplanned Meeting

A man walks into a room in the North Pacific Assembly Hall, and looks around. "Good, empty," he spoke into the barren halls. He walked up to the large table in the front, and sat at his spot, which was labeled "Deputy Minister, Internal Affairs". He took out a briefcase, which he had been carrying, and read out loud.

"Deputy Minister,
I would like to seek your assistance in a matter of upmost importance. My nation, located in the North Pacific, but not officially recognized, is going through starvation. I ask of you to please meet with the government officials in the Assembly, and convice them to send aid."

Normally, he would have immediatly proposed it at the recent meeting, but there was something off. The postmark on the letter was from another region. He sat down, and thought about it, eyes closed.

Suddenly, there was a noise. Perhaps a door opening, but all of them were closed. He looked around, and stood up.

[This is my first attempt at an in-character role play, and I hope you'll help to create a convincing story.]
