Do we want to conduct elections under the old guidelines? Do we want to pass legislation in accordance with the new Constitution?

Should we hold nominations from 12-10 to 12-16 and elections from 12-17 to 12-23?

Do we have anyone willing to serve as election commissoner?

Do we have a list of elegible voters? If not, can we have one by Christmas?

We will need to elect a Delegate, Speaker and 3 CLO members. Anyone else?

It would probably be most expedient to proceed with the old guidelines. Just follow the precident they provide.

I would be willing to serve unless there is someone else you'd rather have.

I think we can proceed again, under the precident of the old guidelines for RA membership. I would think that Flem and Grosse could get the list updated for us.

Whoever serves as commisioner should not run in the election, that would be a conflict. The old Constitution did not allow someone running for Delegate or Minister to be commissioner. That sets the precident as well.

So I thought. I was tempted to run for Speaker, however I would be willing to sit out the election.

Another thing - we will need to elect the Judiciary as well.

I've been asking for it for the lst two months, and Flem still hasn't provided it to me.

There will also need to be laws enacted to preserve current practices that were in the former Constitution, such as the limitation of forum movement and some others to assure continuity of certain regional institutions, such as the NPA, the Diplomatic Corps.

As to what offices are elected when, I need to go through the new Constitution and the Declaration Bill of Rights. In the mantime the current Justices main in office, so if the new system implies a different schedule for electing the Court, the pressure is not as urgent.

In all probability, I will likely stand for Speaker under the new system.

(I also expect to be doing some admin/modding to reflect the constitutional revision this weekend. Some decisions will need to be made about archiving of some or many of the subforums.
 
Don't overcomplicate it and add process to delay things please. We've got to get moving here. The point of the new constitution is to encourage activity and get away for the process of bureacracy.

The Constitution provides the information we need for elections:

4. The Speaker of the Assembly, CLO members, and Delegate shall each be elected to 4-month terms. The members of the Judiciary (including the Chief Justice) shall each be elected to 6-month terms. All elections shall be held on the region's official off-site forum.

The Delegate is the Head of State and Chief Executive. As such, I support GBM's plan for elections.

I disagree. Under the old Constitution that was true. But it is no longer in effect. The MoII does not have authority over the RA anymore. The new Constitution provides:

3. All Government bodies are allowed to create rules for its own governance.

Which I interpret as meaning that the RA provides for it's own membership requirements and updating of membership roles. I request the Acting Speaker to update the list based on precident membership requirements.

Yes, there will need to be laws, policies and procedures passed. But let's get a working government under the new Constitution in place. The RA can work on these issues - they don't preclude the holding of elections. The elected Delegate can appoint his/her Ministers once the RA provides the framework for the Cabinet structure. In the meantime, we continue with the interim arrangement.
 
Yes, the Delegate does appoint the Ministers, but the Ministries are undefined until the RA provides legislation for them.
 
And therefore everything functions as is until replaced.

And this is why all the details should have been worked out sufficiently *before* replacing the Constitution with another Constitution that didn't take the organizational items into account. ;D
 
GTFO ? Sorry, I'm old and can only guess at the meaning of that. :P

However.....we have a new constitution and an old government. There's something wrong with that equation. 10 days into the new Constitution and we have nothing to show for it.

RA members need to consider the proposals to enable the Constitution. And Elections need to be held. And I don't see much of anyone doing anything to forward those processes.

I withdraw my offer to serve as an election commissioner. It's more important to have active candidates to create an active government. I will consider my own candidacy for election.
