Constitutional Reform

Okay, it should be our responsibility to steer the slow-as-molasses RA to action.

We need to discuss specific issues about government restructuring, like term limits, government size, and limits of executive and legislative power. Things like procedures and whatnot can be hashed out later. Anyone have any good ideas about how to do this?

Also, there are a few ideas on the table already, namely HC's, Roman's, and my own. Grosse mentioned that he was working on a draft of his own and that he had more comments for those already presented. I'm sure that we'd love to see that.

I had an idea to take some of the issues and do straw polls on them. Just as a way to take the pulse of the region. It might be a good way to figure out where the majority stands on the issues, and then craft something that is aligned with the prevailing sentiments. Thoughts?
 
Sounds fine. Some possible categories:

Government type?
  • Dictatorship
  • Constitutional monarchy
  • Oligarchy
  • Representative democracy
  • Direct democracy
Executive structure?
  • Unelected Delegate as head
  • Elected Delegate as head
  • Prime Minister as head
  • Cabinet body as head
  • Assembly as head (no executive)
Term durations/frequency of elections?
  • Set term durations
  • As people resign, disappear, or are impeached (i.e. as needed)
  • Whenever the head of government commands
  • Whenever the Assembly commands
Term limits?
  • Yes, on all/most positions
  • Yes, but only on the highest position(s)
  • None at all
Legislative structure?
  • Unicameral
  • Bicameral
  • Multicameral (more than 2 houses)
 
Thats a great start. I think it's best to start this way, so that we get a better idea of what we're looking for in a new government. Thanks for doing this MO.
 
I've posted my thoughts on an alternative form of constitutional reform in the preliminary discussion subforum in the Regional Assembly.
 
So judging from the polling results so far, consensus seems to want a government:
  • led by an elected Delegate
  • presided over by a unicameral legislature
  • with elections at regular intervals
  • with few to no term limits
Very little consensus has been reached on the optimal government structure, although direct democracy is edging out everything else as of this point.

So what now? Do we draft something to work around the above bits in which the region seems pretty united?
