Statement from the English Ministry of Foreign Affairs, Region of England

New Forum
Hello, Friends and Allies of England,
Some of you have been wondering what has been going on in our region, and in some cases, why we ended up moving to a new forum. Allow me to explain.
Between 23 and 28 Nov. 2007, there was heavy disagreement with Britains Empire (BE), our newly elected Delegate. The discussion revolved around his reorganisation of the forum and accidental deletion of the Entertainment section. Thousands of posts, many of which were done in topics that have been going for more than two years, were instantly lost and could not be recovered. To make matters worse, BE seemed unconcerned about the lost topics and continued making further changes to the forum, and used his admin powers to silence any complaints.
In an attempt to reduce the damage that was done, a poll was put up by Leetuania, to gather consensus on whether BE should either resign from the delegacy, step down as admin, or both. BE interpreted this as inciting hate and committing treason, and subsequently deleted the thread and suspended his forum account for 48 hours, along with Ithania's for supporting Leetuania. Additionally, he revoked the admin rights to the other admins on the forum.
This was unacceptable and a clear violation of England's democratic principles. Not only did he violate those principles that have guided us since the beginning, but he also committed forum destruction, a major crime in Nation States.
Our founder, Tyrr aka His Majesty (HM), was notified about BE's actions, and subsequently banjected him from England and temporarily took over the delegacy. In response, BE, as root admin of our old forum, located here, closed it down to everyone.
When the forum was locked, we had to find other ways to recover what we could and start anew. In that respect, HM created a new forum, and we are slowly in the process of trying to recreate the items we have lost, and we have made progress in gathering some of the bits and pieces here and there. Chief among these are the embassies many of our regions have. We are struggling to keep a fair and accurate tally of our embassies as we do not have the complete list of places we have diplomatic relations with.
We are in the process of electing a new delegate and a cabinet committed to the democratic principles of England. We will be posting an update as soon as possible. We would like to thank all our current friends and allies for their patience and understanding in this matter.

From Summer Slump to Exile to Resurgence
During the summer, activity dropped slightly. With disposablepuppetland (DPL) stepping down from the Delegacy, a new election was held. His Majesty ran against Rayers II and Zapatisa. After the election was over, HM became Delegate of England.
Once elected, HM began setting up a three-person Constitutional Reform Group. This group, who had access to the Cabinet discussions, would have helped to reform the laws and eventually draft a working constitution for the region.
A month later, HM became preoccupied with work sadly, RL took him away from his duties as Delegate
. Becoming inactive from the region, many of the residents took it upon themselves to lead the government, without an active delegate. New Drakensburg Range (NDR) stayed on as Defence & Intelligence Minister, Nivogal become Foreign Minister, and Glerica became Recruitment Minister. All three tried to spur activity in the region before Delegate elections in November.In mid to late November, conflict started soon after BE became delegate in our region, defeating candidates ljohnstone and NDR. The conflict revolved mainly around his use of admin powers over the forum. A statement was released in December by English Foreign Minister Nivogal.
Since then, BE has made an attempt to justify his actions, continuing to believe that the active forum community represented only 10% of the region, while 90% of those who endorsed him were “disenfranchised.” The region decided to dismiss his thoughts someone venting hot air.
BE exiled to a deserted location in what was left of his country, eating one of the last few catfish left in his land.
Current Forum Recovery Status
Currently we have managed to recreate most, if not all of the old entertainment threads from the old forum. We managed to pick up the old theme and skin from our z3 forum. Embassies have been restored and the Government area have been re-established. While we may not have been able to recover some things, our region is functioning well again and we are back on track and stronger than ever!
Elections
With the new forum, and BE’s tyranny removed from the region, there needed to be a fresh mandate for a new Cabinet. With that, new elections began first for Delegate. Glerica, Ithania, and ljohnstone were the candidates after the nomination period ended.

All candidates ran a friendly and successful campaign, and strong campaigns. Unfortunately, due to RL issues, ljohnstone had to withdraw from the campaign, claiming he will return back in late January.
With the remaining candidates down to two, the voting period ended up with the following results:
Glerica: 28 endorsements
Ithania: 38 endorsements
Ithania is officially the 10th Delegate of England! Congratulations to our first successful election on the new forum!
The reactions from the two remaining candidates were rather mixed, but both showed a similar level of being both megalomaniac psychopaths:

Elections occurred in early January for Recruitment Minister. Leetuania and United Idiocracy were the candidates after the four-day nomination period. Both had similar campaign goals: to get a group of volunteers and to solve the problem of recruitment and retention, and were open to ideas on how to boost numbers and activity.

All candidates fielded strong platforms and faced really tough questions throughout their campaign. WIth the final votes tallied, the results were as follows:

Congratulations to Glerica on becoming the new Minister of Foreign Affairs! Also congratulations go to Nivogal for the work he put in during these past five months as Foreign Minister ?. As a way to say good bye as the outgoing FM, Nivogal delivered a farewell address as FM to the region and thanked the region and wished Glerica the best of luck. Good luck Glerica in your new job!
Later this month, there were Votes of Confidence for the Minister of Defence and Intelligence, as well as the Deputy Delegate. Whilst the MODI would have normally gone through an election period, no one else wanted to stand in the election as a candidate, so a vote of confidence was held, with a unanimous vote. Delegate Ithania's choice for Deputy Delegate, asxtc, also earned a unanimous vote as well. Congratulations and good luck to both!

Since the new forum was created, many of the old members have returned. Aside from our return of Ithania to England from the region, we also would like to welcome back Stanislavi, ParrrrTay, Hirota, earl of yonkings, Sodoff, Morekai, Adamsgrad, rhanukhan, Safalra, Othimskad, P-17, Rayers II, Chris The Erratic, Bogans and Boozers, UI, segomo, paladin5, Bedlingtonshire, United Brackania, and beautiful lisa! We are glad they have returned and helped make our forum active once again!
We also would like to welcome several new members to the region. Welcome asxtc, Retiarius, Zephuric, Halogenoalkane, Twonker, Compassion, Queen Elizabeth, Tristan, Kenny, King William of Bloodhelm, ardah, TheAlkatzarguy, QartHadasht, moderators are evil, Forthampton, and Lillquist. Some have already become prolific and active posters on the forum, and we hope they all become active and keep it up, as there are several fun things to do in our region happy.gif.
To help promote more community activity, Nivogal has created an IRC channel for England. Located on the EsperNet server, #England is welcome to everyone, both from our region and otherwise, who want to sit back and chat real-time with others and get to know each other from our region much better as well as with people from other regions. So far there have been a total of 17 visitors to the channel, with a record of 6 in one period. We’ve had visits of people from The North Pacific and Equilism, as well as Lemuria. Come and join our channel! If you have any questions on IRC, feel free to contact Nivogal.
Additionally, DPL has set up a chat-box for our region for people to chat for those who cannot access IRC. It has also proven a good way for people to communicate and get to chat with other members for those who can’t access the channel, and there has been good activity levels there. Congrats DPL!
Due to RL issues, ljohnstone had to withdraw his candidacy for the Delegate election in December. He pledged to return back sometime in late January, and we hope that his issues are resolved by then and comes back to us soon. We’ll leave the light on for you, mate
.Two others that announced their departure from the region were Adamsgrad and earl of yonkings. Adamsgrad left in disgust during the early parts of the conflict with BE, as he was disappointed with what was done to the region, and no longer had the heart to continue on into the new forum. earl of yonkings had to retire as Recruitment Minister due to real life issues, and becoming less interested in the game and more towards CyberNations and others. He did put a lot of effort in recruiting and did help the ministry become an active one before the elections. Both will be truly missed and we hope to see them drop by once in a while happy.gif.
Since the new forum has been made, our community has been very active. We have already breached the 8,000 post barrier and are on track to go OVER NINE THOUSAND posts by the end of the month
. 83 new members have registered in our forum, and Nivogal became the first English citizen to break 1,000 posts! There are others getting close to his count, and hopefully they can join the Thousand Post Club .Entertainment
Already since the new forum has started has activity picked up in the region, most notably the Entertainment sub-forum. Some of the more popular threads seen in other forums such as "Who'll Post Next?," "Word Association," "Questions Only," and "What Are You Listening To?", amongst others.

.Role-Play
Role-play has picked up once again heavily, with quite a few nations joining in.
Our top role-play involves a lot of Bananadrama. A giant banana appeared over BE’s territory, and soon after plummeted into the territory, causing a nuclear banana explosion that destroyed the country and split it into several islands. Various nations clamoured to claim various aspects of territory. Some encountered mutant dancing banana zombies. Nivogal, P-17, rhanukhan, NDR, DPL, and Glerica contested various plots of territory. NDR, rhanukhan, and P-17 formed the Fruitbowl Alliance (FBA), to provide mutual aid and protection against external threats, namely designed to counter the threat from the socialist People’s Republic of Nivogal. Meanwhile, Glerica and DPL began to mine the leftover nuclear banana material from the island, while the FBA and Glerica dealt with a virus outbreak that turned people into zombies. Nivogal asasulted an amphibious force belonging to separatists from Rhanukhan as they used one of his islands as a invasion staging point against Rhanukhan, while United Idiocracy launched a terrorist missile attack on DPL. In response, DPL signed an agreement with Nivogal where DPL's shipping would be protected by Nivogal's navy.
Othimskad declared a State of Emergency in response to the recent passage of the UN Resolution on Territorial Waters, as her nation is an under-sea nation and regarded the passage as a threat to regional security. Additionally, for a time being, the entire United Nations was initially placed on their terror watch list, but later removed now that Othimskad seemed to have found ways to circumvent this resolution.

United Idiocracy started the first ever England International Cricket Cup and got at least five members involved in the tournament, including Leetuania, well known for his cricket skills. Check out the thread to see the results from the test matches!
Glerica started Wargames, where participants signed up to play England’s version of Risk. At the end of the most recent, turn, here is how the board looks:

Glerica has brought back his regional newspaper, The Glerican Herald, and has started a new interview format, with his first interviewee being NDR about the New England Protectorate (NEP), England’s defender army.
Safalra started a second newspaper, The Fleeting Chronicle, to bring a different perspective to intra-regional affairs.
Tyrr opened up The Red Lion Pub, where people can stop by and have a drink at the bar, with drinks now being served by Nivogal, with optional lapdances given by the bartender himself
.The Church was established as a monument to nations CTE’d from NS. They may be gone, but they are not forgotten.
Delegate’s Office Notes
Since Ithania’s election, she has already gotten straight to work in her office. She has established the criteria for Civil Service Awards and opened a Delegate’s Questions thread where people can ask the delegate any question on any issue. She has also set up list of Passed UN resolutions created by members of England. She has also initiated debate on the COPS Treaty, which has been established from joint convention by The West Pacific and ACCEL and already signed in TWP, Lazarus, ACCEL, and other regions.

Foreign Ministry Notes
Since the move to the new forum, Nivogal has completely revamped the Foreign Ministry section. Similar to the Delegate, he has also established a Foreign Minister’s Questions thread, where people can also ask him questions about any topic. Ambassadors have been assigned to all of the regions and groups we have ties with.
As part of Glerica's campaign goals, he has already started declassifying topics from the Diplomatic Quarters onto the main subforum of the FM, and plans to continue opening up the Foreign Ministry to improve transparency and openness. happy.gif
From Equilism came Nagabeth and Equilist Ambassador to England and Equilist Deputy Chancellor of Foreign Affairs (now High Chancellor) Naivetry and hope to get to know them better and enjoy their friendliness to this region.
Vrtbovska Zahrada returned to our region, initially as The North Pacifican Ambassador to England, before he became appointed TNP Minister of External Affairs, and FALCONKATS became the new ambassador. Either way, England is still happy to keep our ties with our friends in TNP and we will always look forward to VZ’s humourous LOTR signature about the catapult and his participation in our General Discussion and Entertainment threads
.Palestine Free 2 has formally opened up relations with England and New Liberalia and we are proud to open up an embassy for them for mutual diplomatic relations!
Gateborg has come from the Defender Security Alliance to represent the DSA for our region. With the disbanding of the DSA due to inactivity, Gateborg, and many of the other DSA members merged into the Founderless Regions Alliance (FRA), which has already been carrying out the work of the DSA in an unofficial capacity. It will be sad to see a long running defender organization go, but with the DSA continuing relations with England through the FRA now, their work will still carry on, and England welcomes the FRA’s opening of diplomatic ties!
Kryptopolis has come to continue relations between The West Pacific and England as TWP’s latest ambassador to our region, and has already been active in some of our game and UN debate threads. Excellent job mate! Additionally, he has also presented England with the COPS Treaty so that England can debate and ratify it.
Defence & Intelligence Ministry Notes
The NEP has seen a high level of activity since December. Under NDR, the NEP has reached a record level of 13 soldiers. Unfortunately, due to the passage of the UN Territorial Waters resolution, Othimskad has declared a State of Emergency in her nation and has resigned from the UN, and hence the NEP.
The NEP, in their first operation, Operation Monty, have participated in their first training exercise since the move to the new forum. The exercise was performed successfully, and a more complicated one is planned.
Recruitment Ministry Notes
Recruitment was already underway shortly after the elections occurred. Since Ithania’s election to the delegacy, England has recruited dozens of nations, bringing our regional population to over 200.
Recruitment Minister UI has already begun forming a working party to help gather ideas on how to boost activity and population levels in the region.
For the efforts of UI with his recruitment, Ithania has awarded UI with the first Recruiter of the Month Award. Well done! Keep up the good work!

Recent Happenings
At the beginning of March the government of England banned Nivogal from our forum after five separate complaints about him from different forum members.
Forum admin Leetuania made the following statement to the region:
Shortly after the ban was announced, a person named 'Casi Delasy' arrived in England, claiming to be Nivogal's lawyer. Initially he made a polite request for evidence against Nivogal and requested a trial. The government stated their position that the offences were not in-game and so an in-game trial is not appropriate.
After failing to raise any support from the region's members, Casi resorted to insults and wild accusations. He was eventually banned for posting multiple offensive topics in the ministerial offices.
Later in March our delegate Ithania announced she was leaving NS altogether. We wished her well and hope she will come back some day.
A delegate election was soon called and contested by Asxtc and Zapatisa. After much campaigning Asxtc was declared the winner.
He soon arranged cabinet elections and, after a lengthy process, the following cabinet were elected:

Unfortunately only a few weeks after the election Othimskad was forced to resign due to RL constraints. Zapatisa replaced her as Foreign Minister.
In other news, long-time England members Safalra and Allandaros returned to the forum, and new members Hattix and New Timland arrived.
In our epic 'Banana Rush' RP reached the end of the first chapter, with Rhanukhan detailing England's fight-back against an invasion of alien monkeys.
At the beginning of May we received a very disturbing post on the forum suggesting something terrible may have happened with Ithania in RL. Fortunately this turned out to be wrong and Ithy posted on the forum three days later, much to our relief!
