Declration of Minister Inactivity

According to the user page for John Ashcroft Land, he has not signed onto the forums or posted since January 7 2007.
Under the new law on Cabinet inactivity, he has clearly become inactive as Minister of Culture and Education, as did dont pick it up as Minister of Communications, who has been inactive since December 28, 2006.
TNP Law 17 in part ptovides that
Section 3. Removal of a Cabinet-level positionholder due to inactivity.
A - As used in this section, “inactivity” refers to the failure of the holder of a Cabinet-level position to log into his or her forum user account at the official off-site Regional forum for more than 14 consecutive days without prior public notice, or prior private notice to the Prime Minister and the Deputy Minister of the particular Ministry.
B - When the holder of a Cabinet-level position becomes inactive, the Prime Minister may thereafter present a motion to the Cabinet to remove the inactive position-holder from office. If the Prime Minister is inactive, then any other Minister may present a motion to the Cabinet.
C - If a majority of the Cabinet vote in favor of the motion, the inactive position-holder is removed from office. If the inactive position-holder logs into his or her forum user account at any time before the motion is presented, the position-holder may resume their active status in office as if the inactivity had not occurred.
D - The vacancy procedures of Section 2 shall apply in the event of removal of a Minister. In the event of the removal of the Delegate, Vice Delegate, or the Prime Minister due to inactivity, then the provisions of the Constitution concerning a vacancy in that office shall apply.

Because this law was not adopted until 30 January 2007, because it would be fundamentally unfair to apply this provision to time periods prior to its enactment, because today is the earliest day inactivity can be declared, it also being the fifteh day of voting in general elections, I will not seek removal by a Cabinet vote, as that would be futile.

However, for purposes of Cabinet votes, until the new elected Cabinet Ministers take office, the vptes of four voting members of the Cabinet will be sufficient to act (out of seven active voting Cabinet members).

*Blue Wolf waves

Ya, JAL resigned from his post sometime ago, check out his blog on this forum. He really can't be held accountable seeing as he is supposed to no longer be the MoC&E.

Random Edit:

John Ashcroft Land:
I don't really know where to post this, so I'll just post it here.

I'm resigning from the game of NS. So I guess that means Blue Wolf replaces me for the remainder of the term. Between my new job to begin next semester and classes, I just don't have the time for it anymore. I'll miss everyone!

And sorry, I don't really have a speech like Heft or anything.

That's fine, but I can't be required to know that he posted a resignation in a area of the forum I don't often, if ever, frequent.

The last communication I had from him was that he had been busy and hadn't had time to join in the two Commissions he was appointed to; nothing about resignation.

Speaking of which, BW, you should have posted an oath of office as MoCE and you should have appointed a Deputy. I didn't see either posted (and either or which in the propose place would have come to my attention.) Given that the election will be over in about 30 hours, it's a little late to do either.
