I need a quick application review from the Cabinet members. In regards to my normal inquiries in the course of an RA application, I was told this concerning Apollo-Industria. I'd just like a quick check from people whether they believe that AI should be admitted to the Regional Assembly.

Declassified NPIA Report:
Background information:

Recently, a member of the North Pacific Intelligence Agency came across a region called "North Pacific Destroyers". Obviously interested by the name, he sent in a nation and brought the matter to the agency's attention. The region appears to have the purpose of overthrowing, or at least forcing us to somehow change, our regional government. The member of this region are largely new nations and/or apparently clueless veterans, however they seem to be being led by someone TNP has declared a "traitor", who is somehow supplying them with information and possibly instructions. Until we can discover the exact nature of this leadership, the NPIA has determined that the "North Pacific Destroyers" are no more of a threat than a group of spoiled children. We have them under continued surveillance and will take steps to ensure that our region is secure against such an attack, should our predictions turn out to be incorrect.

What applies to this situation:

During our infiltration mission, one of our agents received the following telegram from the leader of the rebel movement.
Cadre Island:
I'm giving everyone our new plan of action. We have just sent spies into the North Pacific. They are: Apollo-Industria, Chloire, and Jewtasia.
I have checked the identities of the three nations listed in the telegram. Of the three, Apollo-Industria is the only one who is for certain registered on this forum. The other two nations are TNP and UN Members, however neither nation is shown to be heavily tarted or tarting, and thus pose no obvious threat or usefulness as spies. Other circumstances surrounding this telegram lead us to believe that the information contained in the above message is not very reliable.

Just in case, I launched a small investigation into A-I's recent activities. He has recently joined the region "Feudal Japan" under the nation "Edo Japan". I contacted that region's delegate, "The KoZ", and checked the region's forums. From what I can tell, no nation from the North Pacific Destroyers has ever entered that region. A-I holds no noteworthy rank within Feudal Japan (except for the titles which he has, not surprisingly, bestowed upon himself), and has shown no suspicious activity, at least in the eyes of the Delegate.

Tresville did remind me that Apollo-Industria has been engaged in espionage activities against us before, however was not very successful. As far as I can tell, A-I is not making use of any illegal proxies, either. The only reason I can offer the Cabinet to deny Apollo-Industria Regional Assembly membership is reasonable suspicion that he may be a spy. At this time, I can offer no concrete proof that this is the case. However, I do remind the cabinet that once he is granted membership in the RA, a trial is required to revoke it should it turn out he is acting against The North Pacific.

I will immediately notify the Prime Minister and Cabinet if there is any additional information regarding this situation. If you should like me to offer a professional opinion on this matter, I would be more than happy to do so. Until and if that decision is made, I leave it to the judgment of the Cabinet and Minister of Immigration and Internal Affairs to determine the course of action in this case.

I'll have to think about what course I think would be best.

I will observe, however, that the Limitless Events matter has set a precedent concerning persons found to be a security thread within the region, and that the Security Council may authorize immediate action to eject or ban, pending a trial or referendum.

That's been in the Constitution, but that was the first time it's been in use. The question is which traditional adversary is actually involved. (I realize that the Lexicon isn't the only potential threat; I'm sure that others, perhaps the NPO, are not too thrilled with the existence of democratic feeders they can't control. This is a speculative, educated guess on my part, and is not based on specific knowledge.)
 
Don't know if it carries any weight here, being Acting Minister, but if you want an opinion, I'd say it's a bit harsh to deny AI RA status on the strength of just that. And if there is a plot going on, I'd prefer it being one we already know about that we can keep an eye on, than close this down now, and have them coming back under the radar in a month or so.
 
This is a difficult one, there is little proper evidence and Cadre Island may just be speculating or trying to scare us. But then again I don't want another FL trial happening, perhaps further investigation is needed?

I agree. Remember the old adage that one should hold one's friends close and one's enemies even closer. If indeed A-I is a spy, it would not be wise to let him know that you know he is a spy. A spy in one's midst who is kept in the dark is potentially a useful tool for supplying one's enemies with disinformation.
 
Another way of looking at this is this -- if the application were to be denied, the basis for the denial would have to be disclosed in order to show the basis of the denial.
There would be a adverse impact in tracking others who may also be involved if that information were to be disclosed. If that object is not important, then denial on the basis of the affirmative proof against AI would be appropriate. If that object is important, then more information would be needed to support denial of the RA applcation at this time.
