Cabinet Approval

As proposed by Grosse and the previous Cabinet:

A CONSTITUTIONAL AMENDMENT related to the oath for the application for Regional Assembly membership

Section 1.

Article II, Section 2, Paragraph 3 is amended to read as follows:

3) In their request, Nations will be required to post a link to their TNP member Nation and their UN member Nation at NationStates.net, and in doing so, verify that they have taken the following oath:
"I, (Forum Name), as the leader of the (Official Full National Name), pledge to obey the Constitution and Laws of The North Pacific Region, and to act as a responsible member of its society.  I understand that if my Nation leaves The North Pacific region for reasons other than participation in North Pacific Army deployments that I may be stripped of my right to vote and required to reapply.  I pledge to only register one Nation to vote in The North Pacific.I understand that if any nation under my control directly wages war against the North Pacific, or allies themselves with a region waging war, declared or not, against the North Pacific, this shall warrant the summary withdrawal of my right to vote from all my Nations, past, present, and future, as well as possible expulsion from the Region.  I understand that my registration of, or attempt to register, multiple Nations to vote in The North Pacific shall warrant the summary withdrawal of my right to vote from all my Nations, past, present, and future, as well as possible expulsion from the Region. In this manner, I petition the Regional Government of The North Pacific region for membership in the Regional Assembly."

Section 2. This Amendment shall take effect upon its adoption pursuant to Article VII of the Constitution. Current members of the Regional Assembly are required to subscribe and execute the oath as modified by Section 1 of this Amendment within one week after this Amendment is adopted pursuant to Article VII of the Constitution.

Section 3, If, once seven days has elapsed after this Amendment takes effect, a member of the Regional Assembly has not executed the amended oath, they shall be suspended from membership in the Regional Assembly as well as any office or position they may otherwise hold in The North Pacific. This suspension shall be enforced by the use of a temporary mask by forum administration. Once the amended oath has been duly executed, the suspension shall be lifted promptly and without delay.

Cabinet has until December the 2nd but please pass this as soon as possible!

Eras, I suppose we need to have you post a draft text of the notice to the RA membership (and current maskholders) and to the RA applicants; and when we are going to start it.

Welcome to The North Pacific. We highly recommend to all TNP members to apply for membership in the Regional Assembly. Members of this body can:
  • Vote in elections
  • Hold public office
  • Debate and vote on legislation
  • File court cases
  • Serve on a court jury
  • Wear one of those fancy badges with the orange stars you see everyone with
  • And much more.
Members are not required to participate in any of the activities listed above (except wearing the badge - you're kinda stuck with that one). However, you will not be allowed to take part in those activities unless you are a member of the Regional Assembly.


So how do you join?

Simple! Just follow these directions and you'll be on your way to becoming a full citizen.


Step 1: Meeting Requirements

The North Pacific Constitution:
In order to remain as legal members of The North Pacific, a Nation is expected to adhere to the following requirements:
1) Each member Nation will abide by the Constitution of The North Pacific and The North Pacific Legal Code enacted pursuant to Article IV of this Constitution.
2) Each member Nation shall refrain from the threat or use of force against the territorial integrity or political independence of any other nation or region in a manner inconsistent with the Constitution of The North Pacific.
3) Each member Nation shall refrain from giving assistance to any nation or region against which The North Pacific is taking defensive or enforcement action. Exceptions shall be given to Nations acting with official authorization of the North Pacific Army or the North Pacific Intelligence Agency, and is subject to the consent of the Cabinet minister having appropriate jurisdiction.
Here's what you actually need to know:

While a member of the Regional Assembly, you must obey the laws of the region. Obviously. If you don't know all the laws, ask someone and they'll most likely be more than happy to help out. All this includes not assisting any regions or groups we are taking action against - we are a defender region, and as such frequently move against invaders.

Also, you need to make sure you have a nation in The North Pacific. Citizenship won't do you much good if you aren't even a part of the region.

Step 2: Take the RA Oath.

Here's the bit where you actually apply for membership. In order to be accepted, you must fill out this form completely:
Your TNP Nation's name

(If you have a UN nation, include this as well. I will keep it confidential if you want, I just need to know what it is.)
Your UN Nation's name

You can either post this form in this topic, or send it directly to Minister of Immigration and Internal Affairs by clicking here. Either way is perfectly fine.

Step 3: Participating in the Region

Most of the time, your application will be approved within 24 hours of you posting it. When this happens, you will be placed in a usergroup that allows you to post in forums set aside for the Regional Assembly, and gives you that fancy orange badge everyone has. There are very few reasons why your application would be turned down, and most of them have to do with typos in the application itself, nothing really to do with you at all.

Once all that happens, you can begin using your rights as a member of the Regional Assembly. You must keep the Office of Immigration and Internal Affairs notified of a few things:
  • If your TNP Member or UN Member nation changes.
  • If you join the NPA, and therefore your UN nation will be variable. Also ask the Minister of Defense to send a PM.
  • If you want to resign your membership, you must send a PM.

It's my opinion that this vote should apply for the Oath Requirement since the text and the specific Amendment is still the same. I'm willing to go either way but I really think a second vote is unnecessary.
 
Since Mr. Sniffles passed the RA gavel to me (as Speaker pro temoore, I assume) I have closed and counted the reopened voting thread on this amendment.
The final vote is 28 for, 14 against, with three absentions, and the amendment PASSES the regional assembly.

We need to reaffirm oue earlier approval, and then we can re-start the procesures to implement the amendment. I do not plan to announce any Cabinet approval of the amendment before late Sunday night the 26th EST; that way Former English Colony will have an opportunity to prepare to restart the implementation.

I also propose that in the event the Cabinet reaffirms its approval of the amendment, that we accept the new oath from all players who have already posted it during the first implementation period. All other RA members and applicants will need to be notified that the issues have been resolved and that there will be a new one-week implementation period.
 
I Also vote to reaffirm the prior Cabinet approval.
