The vast majority of Byardkurian citizens are employees of either the Byardkurian government or the Byardkurian Defense Corporation. The BDC is a semi-privatized government agency (think US Post Office) tasked with the internal and external security of Byardkuria, and is funded both through its own revenues and via large-sum conditional government grants. As a result of this relationship, most citizens view their freedom in more of an employee-employer context, leading to a very high rate of allegience and seeming subservience (as the result of adherence to company policy on insubordination and disrespect, rather than any forceful suppression of liberties), which tends to skew the results of freedom-determination surveys from outside agencies.

Due to preferential legislature regarding patents and licensing fees on militarily-applicable technologies, Byardkurian citizens are, almost to a man, devoted to independent military research to supplement their official incomes. This high rate of development (via the shotgun method), combined with laws permitting sale and licensing of last-generation military technologies, provides a a near-constant ouflow of new offensive and defensive tactics and equipment, resulting in a near-constant influx of small, unmarked foreign currency.

Almost all industries condsidered "civic" elsewhere are covered by the BDC for its employees, and, as such, no large groups have ever arisen devoted such concerns as insurance, or public welfare. Such concerns, for those few people outside the military-bureaucratic complex, are generally handled by private transactions between consumers and providers, with little to no governmental influenceor oversight.

The whole of the national budget for defense and law enforcement is granted to the BDC for its operations, along with substantial portions of the healthcare, education, and transport budgets. The remainders are alotted as follows -
Healthcare - A number of regional hospitals service the populace, but are largely funded by the BDC. the majority of the healthcare budget not used by the BDC's employee wellness initiatives is directed to these hospitals to cover operational losses and equipment purchases not funded by the BDC directly.
Education - The government operates a number of Citizen Orientation centers, where all citizens are required to take 32 credit hours of classwork in civics, history, and social science before being permitted to exercise their civic rights, e.g. voting. Employees of BDC are given these classes as part of their 6-month Employee Indoctrination Assignment.
Transport - Roads don't build themselves.
