This is a proposal for a law, not an amendment. Its a new and improved version of the law I submitted earlier. I hope it addresses some of the concerns dealing with the first version.

I noticed the constitution was lacking much detail on how a the region would go about waging war and such, so I wrote up a quick little proposal. I'm open to any changes and nitpicking on the exact terms and conditions, as well as additions.
