I (obviously) hadn't considered what you've pointed out Gracius. Definitely should consider what Elu said and revise to point out the potential ambiguity, though I'm not sure about suggesting the legislature adjust this. Just noticed Elu's edited in comment. That makes more sense.

Aside from agreeing with what you have stated, I can't find anything else to add. I do see that the Vice Delegate being unable to hold the second most endorsements, especially with the addition of falling behind in giving endorsements, to be quite the issue with this.
