Yes it does, if you want proof, just ask any invader or defender. They run out of influence after the main update from banning and ejecting each other and then recieve another batch of influence at the midday update.
Surely if the Regional Assembly where to repeal the law that creates the board of regents then this would be completely unneccassary. It sounds like the whole idea needs a complete revamp to me.

Provided administrators observe and implement the Constitution in a fair and measured way then I dont see any problem with them holding office. If there is a certain case that you have an issue with then it is the responsibility of the courts to just whether they've exceeded their role.
