Shouldn't these ideas and plans already be proposed during election by candidates for Delegate? If TNP is stupid enough to elect a Delegate that does not have a plan before the election then it is likely that we don't want a plan or that we don't actually care.

Yep, I think we can safely said that the idea should be that the Speaker are allow to accept nations to the RA during votes or election, but these nations wouldn't be allow to participate in votes or election that begin before they join the Assembly.
I think it should be added that the Vice Delegate is allow to exceed 66%, but no more then 80% of the Delegate's endorsement count. The Vice Del would needs to have some gap from the rest of the region and also close enough to the Delegate on endorsement counts in case of emergency.

Why don't we just said that RA can admit members during vote, but they can't vote on the bill that start on voting before they join the assembly.
