So, duties of the ministries: Moderation is mainly a forum concern, although it is nice to have someone specifically set aside for that purpose. The Delegate tends to manage the UN debates, so that particular duty is somewhat removed. That's the main duty of the MoC, IMHO. That's the stuff...
