Balancing a wish to "punish"spammers with possible other foreign policy objectives seems properly a job for the delegate as far as I'm concerned. The decicison made by Plembobria in this case does not seem facially unreasonable so within the delegate's remit.
I prefer to leave the delegate discretionary authority in WA matters with an RA vote considered only advisory. Always following the RA vote would in my opinion result in overly rigid policy and votes not fitting in with overall foreign policy
Looks reasonable and practical. I do have some concern that this wording gives the VD a lot of leeway in deciding when he has or hasn't reasonable concern. Perhaps a formal evaluation of the practice in say six months or at the end of the incoming VD's term would be good to see if the SC remains...

Yes, since it would otherwise mean ruling on a case involving myself, I think i would be necessary for the Assembly to rule on this and either try the Delegate itself or appoint a special tribunal

look on the RMB and if people are arguing interminably on something that touches the laws of TNP propose they put it before the court (they can't be forced but may well be willing to arbitrate)
