I don't see that we need to reply to this comment. It's not a request for indictment.

It has been clarified that the guidelines prohibit messages that consist only of emoji as spam. Even if it's a single emoji. But they do not prohibit use of emoji in messages that have text to them and are not otherwise prohibited. More crucially, however, the RMB guidelines are not enforced...

Okay, having looked into this, your complaint is still rejected.

They came back and provided a link, so at least I have a clue as to what on earth they are about. I still want to reject the indictment, but I'll let it await comment this time.
