So, I've finally been able to put some more time toward NS and TNP. COE is no longer acting speaker (for real this time :P ).

Since quorum is significantly lower now, I will allow this to go to vote once more. But, I will be more reluctant should it fail again because of quorum; it'd best wait until we can amend the law regarding quorum if it happens again. This bill will go to vote in two days.

I would like to inform everyone that with the results of the second COI Mark II vote put into the rolls, quorum has dropped to 27. (This doesn't mean I'm withdrawing this proposal. That number will fluctuate greatly when new citizens are added with the current Clause 16)
