1) And who determines that the individual poses a credible threat? Who determines that it's these drugs that should be used instead of other (better) de-escalation measures? 2) And if that flower is a keystone species of the ecosystem? You'd have just significantly destroyed the environment...

Please explain why law enforcement or military should have access (Article 2, Paragraph 3). Additionally, Article 2, Paragraph 5 is vague and unclear to me. The reasoning is rather sketchy and leaves room for unintended consequences.
