On the matter of defenders countering the quorum raiding, I think that the statement does injustice by failing to mention the principles of such actions. Had the proposed resolution gone to vote, I'm sure that those same people would have voted alongside TNP to defeat the proposal.
For (non-WA). It is time for the World Assembly to impose limitations and inevitably implement a total and universal ban on judicial murder. The proposed resolution is a step in that direction.

For (non-WA). Judicial murder is a cruel and unusual punishment that must be universally abolished. Under no circumstances should we allow the continued existence of a punishment that is often torturous and amorally used in the name of revenge, not justice.

The proposed resolution assumes an American-centric voting system and also ill-defines who an "expatriate voter" is. An expatriate could hold multiple citizenship, but such people are precluded from the proposal's definition of "expatriate voter".
