Arborea, officially Arborean Union (Sardu: L'Unione Arborea, Kyonese: アーボリア連合 - Āboria rengō) is a democratic country located in northeastern Kian. Arborea borders Kyowara and Gulf of Mizuro in the west , the East Kian Sea in the north, the Saigoku and Moakea provinces of Kyowara in the south and the Syndrian Sea in the east. The Capital city of Arborea is Arvendale, located in the northern most tip of the mainland facing the Arborean Isles. It is the largest city in the country and is a hub of tourism, commerce and trade. Mercanti remains to be a language that's spoken by the majority of Arborea. Meanwhile, the western regions of the nation has a huge number of Kyonese speakers and the Northwest has a lot of Sardu speakers. Meanwhile Arawi, a langauge with its roots in Arborea remains the language that is second-most spoken across the country. The Arborean Isles (The archipelago in the north of the mainland) is said to be the origin of Arawi and is the region with the most speakers of this language.

The Arborean Union was formed back in the year 1922. The Predecessor to the Union was the Republic of Arborea (Sardu: Repubblica Arborea, Kyonese: アーボリア共和国 - Āboria Kyōwakoku) which had gained its independence in the year 1867 from the trading company. The trading company is credited with the expansion of Sardu as a major language across the present Arborea. The Arborean Union at the time of it's creation in 1922 was formed by unifying three different states that existed in that region. The largest and the most recognised of these states was the Republic of Arborea which existed in the north of the mainland having it's capital in the current day, Arvendale. The other two states were the Arborean Island Commonwealth (Sardu: Commonwealth delle isole arboree, Kyonese: アーボリア島連邦 - Āboria-tō Renpō) which was the archipelago in the north and State of Syndria (Sardu: Staat van Syndrië, Kyonese: シンドリア国 - Shindoria-koku) in the south. The State of Syndria did not join the Union as a whole but most regions under the historical location of Greater Sunderstrand was under the newly formed Union of Arborea. Meanwhile the remaining portion of State of Syndria remains independent and exists as a seperationist society.

The Political system in Arborea operates under a decentralized framework revolving around five primary administrative territories, known as "Directorates." Each Directorate is governed by its own Legislative Assembly known as the Conclave, which holds control over all the major administrative and legislative authority of that particular region. Meanwhile these Directorates are further subdivided into smaller provinces known as Communes. While these smaller provinces maintain their own local governments to manage community level affairs, they remain strictly accountable to the administration of their respective Directorate, establishing a clear chain of regional command.

At the national level, executive power is vested in the Chancellor who serves as the chief administrator. The selection process highlights an interconnected system between the Communes and Directorates. To be eligible for the office of a Chancellor, a candidate must be an active member of a Directorate Conclave, ensuring they have experience at the highest level of regional governance. However, the Chancellor is not elected by the public or the Conclaves, but is instead chosen directly by the members of the Commune's Assemblies keeping the lower administrative unit in practice. But at the same time, the public holds the power to elect their representatives at the Directorates and Commune. The leader of the Directorate is known as the Governor General and of the Commune as General Commissioner.

Administration in Arborea​

The Administrative System
Arborea follows a democratic system in its administration but with some notable changes in its structure. The administrative system in the Union is a four tier system where each tier is interconnected. Other than the lowest tier, the rest three have to be existent for the smoother functioning of the total administration of the country. The Arborian Democracy as this system is now known was specially developed for the administration of Arborea after "The Unification" back in 1922. The system and the concept is been formulated and propogated around the world as the "Far'arah Doctrine" named after the city of Far'arah where a conference was called back in 1921 to create a political system for the union. The Far'arah Doctrine is also known as Sigmund Doctrine after the chairman of the conference and the first Chancellor of the Unified Arborea, Sir Emmanuel Sigmund.

The Far'arah Doctrine talks about how the union should be administered, how should foreign relations be maintained, what should be the vision of the nation's government and various other ideas that relates to the existence of the community. The idea of Arborian Democracy just takes around 30 percent of the total contents of this doctrine. After months of discussion and formulation, the Arborian Democratic System with the Union Charter was born. Records suggest that the 122nd Day of the Year 1922 marks the formulation of the idea and every year the said date is celebrated as Democracy Day.

The Arborian Democracy considers the Union as the superior most unit of administration. It states that there shall not be a single administrative unit above the sovereignty and interest of the Union. The Union as a whole is administered by the top most body of legislature / executive known as the Chancellory. The Chancellory consists of the Chancellor who is the head of state and government in Arborea, Union Ministers who are supposed to assist the Chancellor in various affairs of the nation and another twenty members who are representatives of the ruling party and the opposition parties those who have a representation in the Communes. The tenure of the Chancellory is six years and is elected by the members of the Commune's Assemblies. Every party gets to submit a list of ten candidates each who are members of the Conclave to the Election Commission and the commission announces the election to elect the Conclave. The party with the most votes shall choose one member from the list of ten as the Chancellor and the rest nine are given ministerial portfolios. The total vote share for each party in the election is then calculated to divide the twenty seats to each party with representation in the Commune's Assembly and the Conclave.
