First Contact Protocols

Recognizing the strong possibility that sapient life exists beyond the current scope of knowledge and territories of this body,
Seeing that there are no standardized formal regulations concerning the meeting between different types of sapient life that exist within this wide multiverse,
Believing that such a resolution will bring forth peaceful cooperation between newly recorded sapient beings and GA member states,
Seeing the benefit in cultivating diplomatic ties with sapients open to peaceful coexistence, as well as avoiding deadly conflict with those that are not,
Hereby:
- Defines, for the purposes of this legislation, a sapient as one that exhibits qualities of sapience, including but not limited to self-awareness, the demonstrated capacity for advanced logical reasoning, and the ability to understand environmental stimuli.
- Requires that:
- Whichever entity first discovers a group of sapient beings within a member state that discovers a group of sapient beings unrecorded by that member state must report it to that member state’s government, and not proceed with contact until given explicit permission by that member state’s government. This does not apply if any of the following are true:
- The entity has proper reason to believe that informing the government of the discovery would result in harm to the entity or the encountered sapients, and is not obligated by the member state to report the discovery;
- Reporting the discovery would be impractical for the purposes of ensuring the safety of both the entity and the encountered sapients, and is not mandated by that member state's laws;
- The entity has access to a first contact protocol officially published by the member state, and is authorized to proceed under that protocol;
- Any entity under the jurisdiction of a member state is prohibited from acting in a manner designed to provoke encountered sapients into endangering the safety of beings acting under that entity.
- Entities under the jurisdiction of a member state are prohibited from intentionally harming encountered sapients, except in cases where it is; necessary for ensuring the immediate safety of beings acting under that entity.
- All member states must attempt to begin a productive dialogue with the other sapient beings as soon as is considered prudent, if ever;
- Member states and entities under the member states must research all likely high-risk scenarios that may impact both groups before beginning interpersonal contact, provided it is practical to do so;
